General description

Join the Statewide Procurement Division as a HUB Certification Analyst! Work involves performing desk audits by examining business structure records, reports, financial statements, and business practices to determine compliance with historically underutilized business (HUB) certification requirements, laws, regulations, policies, and procedures.  Acts as a business development specialist for the HUB Program providing guidance on HUB certification, HUB procurement resources and processes. Must have data entry knowledge and ability to train on certification system, with ability to communicate effectively. Apply today and help the Comptroller’s office keep the Texas economy strong.

 

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

 

Minimum Qualifications

·       Graduation from an accredited college or university with an Associate’s degree.

·       General experience with small business structure, auditing or a related field that requires compliance reviews in accordance with federal, state, or local laws.

 

Preferred Qualifications

·       Graduation from an accredited college or university with a bachelor’s degree in business administration, Public Administration, Organizational Development, or a related field.

·       Two (2) years of public sector program administration experience requiring auditing, monitoring, or review of program documentation.

·       Experience with the Texas HUB program or similar disadvantaged/minority/woman-owned business certification program.

 

 Substitutions

·       One additional year of experience performing small business structure, auditing or a related field that requires compliance reviews in accordance with federal, state, or local laws work may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

·       Certification as a Certified Texas Contract Manager (CTCM) may be substituted for one year of required education or one year of required experience.

·       Certification as a Certified Texas Contract Developer (CTCD) may be substituted for three years of the required education.

 

In this role, you will:

Knowledge of

·       Texas laws and statutes regarding purchasing.

·       Texas laws and statutes regarding the HUB Program.

 

Skill in

·       Performs (internet) research to verify application information.

·       Provides phone support to the Statewide HUB Program, not limited to giving guidance to vendors on using the on-line certification system and addressing questions and concerns related to certification applications.

 

Ability to:

·       Reviews HUB certification application and supporting documentation.

·       Determines HUB certification eligibility based on laws, rules, regulations, policies, and procedures for various business structures.

·       Creates and sends official state records and communications related to HUB certifications, including renewals, and denials.
