Civil Engineering Technician - Open to Veterans/Spouses

About the Position: Serves as the Seattle District, U.S. Army Corps of Engineers (USACE) subject matter expert regarding construction claims providing support in all aspects of construction contract administration from post award to contract closeout.

Duties

  • Senior technical expert in construction contract administration/litigation technical support.
  • Collaborate with assigned Government Trial Counsel, negotiate settlement of claims, or in litigation actions.
  • Act as a liaison between Construction Division, Contractors, Office of Counsel, and Department of Labor.

  • Duties may require TDY 25% of the time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.     For the GS-09:
    Specialized Experience: One year of specialized experience which includes completing support work as a member of a construction contract administrative staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

    For the GS-10:
    Specialized Experience: One year of specialized experience which includes assisting with document preparation and review as a member of a construction contract administrative staff and operating a construction contract records system such as the USACE Resident Management System (RMS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

    For the GS-11:
    Specialized Experience: One year of specialized experience which includes assisting with the technical oversight of a construction contract administration staff, assisting with litigation actions, participating in contract analyses, assisting with the evaluation of complex construction contract claims and modifications, operating a construction contract records system such as the USACE Resident Management System (RMS), and participating in contract negotiations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

    For the GS-12:
    Specialized Experience: One year of specialized experience which includes providing technical oversight to construction contract administration staff, providing expertise in litigation actions, performing contract analyses, evaluating complex construction contract claims and modifications, and providing complete documentation during contract negotiations, and operating a construction contract records system such as the USACE Resident Management System (RMS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

    For the GS-09:

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

    For the GS-11
    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
