This is professional responsible public relations work and writing of public relations and/or public information material for the City of Miami, or a department; editing may be required. 

Work involves, but not limited to, serving in a public relations liaison and outreach capacity between the City Department and visiting agencies, residents, organizations, or with existing community groups. Also involves writing and editing public relations public information, and/or marketing material for or about the City of Miami, or a department function/service. An incumbent in this position uses all means of communications, including, but not limited to in-person meetings, newspaper, television, and social media. All work is performed applying marketing and public relations practices and techniques, exercising considerable independent judgment and discretion. This individual may act as an official greeter or host, when authorized by the Department Director or designee. 

This position differs from higher level positions based on the department. General supervision is received from the Director or designee. 

Essential Functions:

Organizes a departmental marketing and/or public relations program under the direction of the Department Director or designee. 

Acts as a public relations liaison between Department and the media, visiting individuals and organizations as well as with existing community groups and citizens. 

Organizes and arranges, when advisable, public appearances and speaking engagements for departmental personnel. Creates, manages, and maintains media platforms, including social media, and web development.

Writes drafts of articles, marketing materials, pamphlets, news releases, community outreach and engagement letters, etc., on various topics intended to promote municipal projects, facilities, events, or departments; prepares layouts; and may have to edit individually assigned projects. 

Arranges television, radio, and newspaper interviews as needed. Pitches story ideas relating to the City of Miami or a department to the news media. Attends department and community meetings to gather input and provide information on municipal projects, facilities, events, services, or departments. 

Prepares PowerPoint presentations and informative materials for workshops and various meetings. Assists in promoting events to the community through proper community outreach and engagement. 

Responds to residents’ inquiries via e-mail, telephone, and in-person, using independent judgement to develop appropriate responses and follow up; identifies sensitive community issues. 

Assists in the logistics and implementation of the department’s participation at community meetings, project groundbreakings, ribbon cuttings and other related events. 

Develops brochures, calendars, pamphlets, and other related material; selects artwork, does the editing, layout, and coordinates distribution. Is assigned special community relations projects by the Department Director or designee. Coordinates and responds to public record requests. 

Develops and coordinates marketing strategies. Supervises staff as required. Performs higher level administrative duties. 

Performs publicity writing. May function as an interpreter or translator for non-English speaking residents. Performs other related work as required. 

Minimum Requirements: 

Bachelor’s degree in Business/Public Administration, Marketing, Public Relations, or a closely related field, and four (4) years of experience in marketing or public relations. Ability to read and write in Spanish is highly preferred. 

A Valid Driver’s License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver’s License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid throughout employment. 

OR Equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years of the required experience.
