Connecticut Careers Trainee (Engineering And GIS) (40 Hour)

The State of Connecticut, Department of Transportation (CTDOT) is currently recruiting for a Connecticut Careers Trainee (CCT) position, with a target class of Transportation Planner 1 within the Central Surveys' Geographic Information System (GIS) section.

POSITION HIGHLIGHTS

  • Full Time (40 hours/week)

  • Location: DOT Headquarters in Newington
  • P-4 (Engineering and Scientific) Bargaining Unit
  • This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The Policy can be found here.
  • Incumbents in this class are required to possess and retain a valid Motor Vehicle Operator’s license and may be required to travel, primarily within the state. Incumbents in this class may be required to work overtime. Incumbents in this class may be required to perform work outside in all weather conditions.
     

THE ROLE

The Connecticut Careers Trainee (CCT) will work within Central Surveys’ Geographic Information System (GIS) section as well as collaboratively with various offices within the Department of Transportation and other public entities. The CCT will utilize ArcGIS Pro to create, edit, and maintain complex Right of Way (ROW) data sets which will compliment present and future CTDOT GIS applications using Experience Builder. The CCT will:

  • Operate survey instruments in a Geodetic Survey Party.
  • Coordinate, review and act as liaison between Survey Operations and various CTDOT units.
  • Utilize aerial photography and photogrammetry to develop topographic mapping and Digital Terrain Models (DTM’s).
  • Perform complex computations for survey control networks.
  • Perform related duties as required. The successful incumbent will also assist in collection of data from a variety of sources and managing that information utilizing large databases.

Duties of increasing difficulty will involve developing various GIS web applications, editing complex ROW maps, Python scripting programming, field GPS observations, georeferencing ROW, Construction, and Historic maps. Develop instructions and user guides for GIS-related equipment, software, and mapping apps. Conduct routine quality assurance to confirm that all GIS data, maps, and applications meet quality standards, adhere to best practices, and maintain data integrity.


Other duties will include but not be limited to: reading and interpreting engineering plans, diagrams and schematics, performing daily quality control checks, populating databases and working with spreadsheets performing statistical analysis, reviewing and preparing statistical, written and technical reports, working with Geographic Information Systems and CADD software, and utilizing maps in ArcGIS and other Linear Reference System (LRS) platforms as well as complete metadata documentation of datasets and processes. 

The CCT will report to a Transportation Engineer 3 or employee of a higher level such as Transportation Supervising Engineer.
 

POSITION DETAILS

The Connecticut Careers Trainee Program is a developmental program designed to help people obtain the experience necessary to qualify for the designated target class of Transportation Planner 1. The Connecticut Careers Trainee Program is for a minimum of 1 year to a maximum of 3 years and is based on a how long it will take the candidate to meet the experience and training requirements of Transportation Planner 1. Candidates must possess the general experience of the target class, Transportation Planner 1, at the conclusion of the developmental program.
