Air Pollution Specialist

This position is based in Riverside.

CARB’s Incentives Enforcement Section (IES) has been tasked with the implementation and enforcement of Assembly Bill 794 requirements and is currently looking for an innovative, independent, reliable, and dedicated Air Pollution Specialist (APS) to join our growing enforcement team.

 

The IES team is responsible for developing and implementing enforcement procedures to conduct investigations and audits for AB 794 requirements. These requirements are applicable to the purchase of new drayage and short-haul trucks, condition eligibility to participate in incentive programs on compliance with applicable labor laws and direct grantees to repay incentives if found in breach of contract.

This position will require up to 20% local and statewide travel. 

 

IES team daily responsibilities include but are not limited to:

1. Manage and review compliance data.

2. Conduct audits and case investigations.

3. Collaborate with other CARB Divisions and State agencies.

4. Attend and lead coordination meetings.

5. Respond to public inquiries regarding compliance requirements.

6. Process public complaints.

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

  • Requires being stationary, consistent with office work, for extended periods. 
  • Standard office environment (artificial lighting, controlled temperature, etc.)
  • Daily use of a personal computer, office equipment, and/or telephone.
  • This position will require up to 20% local and statewide travel.
