ENNR09-2024-00408-Natural Resources Analyst-Guernsey

This position manages National Environmental Policy Act (NEPA) compliance for the Camp Guernsey military training site.Prepares NEPA Categorical Exclusion documentation. Manages the Camp Guernsey Public Water System (PWS) and servesas the Water System Manager, collects required water samples, analyzes and interprets laboratory results for compliancewith the Safe Drinking Water Act. Manages the State Engineers Office (SEO) water rights appropriation and adjudication forthe WY Military Department. Provides environmental training to staff and in-coming military units.
This position is located at Camp Guernsey. The nearest town is Guernsey, with a population of about 1,200 people. The town of Wheatland is 30 miles away with a population of about 3,600 people. The area provides an abundance of outdoor recreational activities including hunting, fishing, boating, biking, hiking, and camping.

 

ESSENTIAL FUNCTIONS:

Under direction from the NEPA Program Manager, manages environmental analysis and compliance for operations and training activities occurring at Camp Guernsey.
Prepares maps and figures for inclusion in documents using ArcGIS.
Coordinates with Camp Guernsey Range Operations and Scheduling staff to attend military unit site visits in order to prepare NEPA documents (Categorical Exclusion documentation) and maintain compliance and communication for units using Camp Guernsey.
Responsible for ensuring compliance with all permits and applicable laws and regulations enacted under the Safe Drinking Water Act (SDWA).
Responsible for management of the day-to-day operation and maintenance of Camp Guernsey’s non-transient noncommunity PWS and the transient non-community PWS.
Serves as a Water System Manager delegating work responsibilities to two Department of Public Works (DPW) Water System Operators.
Responsible for management, reporting, and implementation of the Emergency Water Protection Plan, Wellhead Protection Plan, and Backflow/Cross Contamination Plan.

Manages the State Engineers Office (SEO) surface water and groundwater rights permitting, appropriation and adjudication process for the WYARNG.
Acquires temporary water use agreements to allow military training exercises, as required by SEO.
Manages GIS geodatabase to track and map water rights.
Environmental Training – Train Camp Guernsey staff and military units on environmental laws, regulations, policies and restrictions.
Coordinate projects, training activities, and conduct field inspections to ensure military training complies with environmental laws and regulations.

Assist CFMO Environmental Section Managers and act as a liaison between CFMO and Camp Guernsey staff.
Attend Base Operations Manager meetings as the environmental representative, reporting updates to CFMOEnvironmental Leadership.
