24-00997 Geoprocessing Specialist III

The Office of Property Valuation has an opening for a Geoprocessing Specialist III in the Division of Minerals Taxation, Unmined Coal Property Tax Branch. We are seeking a highly motivated individual who has the ability to communicate clearly and concisely to elected officials, staff, and other managers.

As a Geoprocessing Specialist III for the Commonwealth of Kentucky, you will provide direct technical assistance to Property Valuation Administrators (PVAs) and local officials to resolve tax matters.

Responsibilities include, but are not limited to:

  • Develop and update coal mineability maps using the most recent isopach mapping, core hole data and relevant mineable criteria and state mine license mapping from the Office of Mine Safety and Licensing.
  • Input current year data for mineable core reserves from ArcGis mapping uploads into the UMAST system for assessment generation with a 90% accuracy rate.
  • Process unmined coal tax returns into the UMAST system. Update ownership information, input mineability information and seam data including mineable seam acreages, seam thickness, recovery rates and royalty rates.
  • Process, respond and resolve taxpayer protest and inquiries to the unmined coal property tax.
  • Represent the Division in meetings and hearings.
  • Complete special assignments.

The successful candidate will possess clear communication skills to work with taxpayers in person or over the telephone and in writing, sometimes in confrontational situations.

Additional / Supplemental information:

  • Required to successfully complete a background investigation including an FBI criminal history record check (fingerprint check).
  • Required to comply with all tax laws.
  • Mostly at a desk using a computer and telephone.
  • Some travel for training and education.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree. Applicant must have successfully completed six semester hours in computer science, data processing, or geographic information system courses.

EXPERIENCE, TRAINING, OR SKILLS: Three years experience in geoprocessing.

Substitute EDUCATION for EXPERIENCE: A master's of science degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: One year experience in geoprocessing will substitute for the six semester hour requirement. Experience in manual mapping techniques, photogrammetry, or land surveying will substitute for the bachelor's degree on the basis of 18 months experience for one year of education.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
