Civil Engineer
Department: Engineering Reports to: Assistant City Engineer
Summary: As a Project/Design Engineer, performs complex office and field-related engineering work in connection with the planning, design, and construction of streets, drainage, water distribution and sewer collection lines, parking areas, minor buildings, and other public works projects, developed both in house and as outsourced consultant services. Under the guidance of the Assistant City Engineer, undertakes the administration of the City's floodplain ordinance. Reviews building permits and subdivision improvement plans for compliance with Public Works construction standards and City ordinances. Estimates quantities and costs of such projects.

Essential duties and responsibilities may include, but are not limited to, the following:
- With minimum supervision from the City Engineer or the Assistant City Engineer, undertakes and manages engineering projects in the planning and designing of streets, drainage, water distribution and sewer collection lines, parking lots, and other public works projects.
- Undertakes and manages projects in the capacity of a lead worker. Organizes, schedules, and assigns work to the Associate Engineer, designers, drafting technicians, and surveyors; regularly monitors progress and addresses quality control issues. Coordinates city staff and consultants for necessary field investigations.
- Prepares and maintains project schedules, deliverables, and milestone events.
- Arrange and coordinate meetings promptly to obtain comments, request work across departments, and seek direction and approvals.
- Undertakes complex analyses, calculations, estimate quantities and costs, preparation of standards and specifications, and appropriate documentation supporting proposed improvements.
- Confers with and advises inspectors on construction projects.
- Conducts inspections of projects during construction and participates in reaching decisions as to necessary field changes. Documents critical events and decisions on projects.
- Under the guidance of the Assistant City Engineer, undertakes the administration of the local flood insurance program for the Federal Insurance Administration.
- Investigates requests, suggestions, and complaints from City officials and citizens.
- Prepares appropriate response, recommends solutions to City Engineer, directs appropriate action, or submits a recommendation for a solution when indicated.
- Reviews and approves requests for street lighting installations.
- Performs various investigative and public relations work related to public works and engineering activities.
- Performs related work according to City Codes, Ordinances, and regulatory requirements.
- Reviews subdivision and development plans submitted by developers for compliance with Capital Improvements needs, appropriate local standards, and accepted practices.
- Prepares and presents information on the proposed development for the Pre-Platting Conference and Planning and Zoning Board Meeting.
- Must have and maintain a cell phone for City use to hold this position.
- Supports departmental operations with regular and timely attendance at work.
- Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
Minimum Qualifications:
Education, Training, and Experience Guidelines:
- Bachelor's degree in Civil Engineering.
- A minimum total work experience of four (4) years is required.
- Municipal Civil Engineering experience is desirable.
- Supervisory experience is desirable.
Knowledge, Skills, and Abilities:
- Thorough knowledge of the principles and practices of civil engineering, particularly as applied to the design, construction, and maintenance of public works projects.
- Knowledge of municipal engineering objectives, purposes, methods, and practices.
- Knowledge of personnel, fiscal, and construction management principles and practices.
- Proficient skills in computer-aided design applications such as AutoCAD, hydrologic and hydraulics analyses related to stormwater management.
- Skill in estimating quantities and costs and preparing a design package for bidding purposes.
- Skill in organizing and preparing reports, memos, and letters to external contacts.
- Ability to organize, initiate, prioritize, monitor, and control the quality of deliverables on multiple projects.
- Ability to establish and maintain an effective working relationship with employees, officials, and citizens.
License and certification requirements:
- Must be licensed as a Professional Engineer in Civil Engineering.
- If not currently licensed in Texas, an applicant must demonstrate the ability to become certified in Texas within the first six (6) months of employment.
- Certification as a floodplain manager is preferred.
- Class "C" driver's license is required.
