Under general administrative direction, the 1844 Senior Management Assistant (Safety and Compliance Assistant Administrator) performs complex and professional level administrative duties, including providing administrative support to managers and staff in the Aviation Compliance and Safety Programs office. These duties include a variety of functional areas, such as: administration and performance reporting; gathering, organizing and disseminating information; development of contract documents and administration of contract processes; evaluation of records, documentation, existing conditions and procedures against regulatory requirements; promote compliance and reduce risk through by use of processes of the Airport Safety Management System (SMS). This position is fully integrated into the Airport’s efforts to comply and exceed the standards of Federal Aviation Regulation (FAR) 139 – Certification of Airports and assists in minimizing SFO’s risk profile.

Safety and Compliance Administration
• Assist in managing the Airport’s compliance for Aircraft Rescue and Firefighting (ARFF), which ensures ARFF equipment, personnel, training, and record keeping remains compliant with standards in FAR 139.
• Assist in managing the Airport’s compliance with standards for Handling and Storage of Hazardous Materials, which ensures fueling equipment, fueling facilities, personnel, training, and record keeping remains compliant with standards in FAR 139.
• Assist in managing the Airport’s compliance with standards for Pedestrians and Vehicles in the airside environment, which ensures access and procedures to movement and safety areas, training of personnel, training records, and documentation of accident/incidents remains compliant with standards in FAR 139.
• Assist in managing the Airport Certification Manual (ACM) by ensuring the document contains required content, operating procedures, and current facility conditions, is disseminated to personnel responsible for its implementation, and includes necessary plans and letters of agreement.
• Assist in managing the Airport’s compliance with standards for Self-Inspection which ensures inspection frequency, inspection records, work orders, airport condition reporting, training content, training frequency and training record keeping remains compliant with standards in FAR 139.
Research and Reporting
• Research and analyze Federal Aviation Administration requirements and guidance for airport certification standards.
• Participate in cross-functional facility inspections, compile information, identify trends, assist in maintenance, repair, and mitigation efforts across divisions.
• Maintain FAR 139 Action Log. Document, organize and track corrective actions for discrepancies to airport certification standards.
• Evaluate Airport data and processes to identify challenges to and improvements for compliance with FAR 139.
• Engage in Airport Safety Management System (SMS) by providing information and data, reporting hazards, participating in risk assessments, assisting in identifying subject matter experts, coordinating and organizing panels and documenting proceedings.
• Review and evaluate Airport’s Rules and Regulations to support and comply with standards in FAR 139 and applicable Advisory Circulars. Recommend changes during periodic updates.
Stakeholder Engagement and Communications
• Ensure equipment inspection records, training content, and training records demonstrate and remain compliant by actively interacting with SFFD, SAO, Airside Operations, airlines and ground handlers.
• Assist Airport staff, airlines, and ground service providers in understanding and complying with FAA and Airport safety and compliance standards.
• Collaborate with various Airport sections, including the Aviation Security, Aviation Management, ITT, Airside Operations, Safety Management Systems, Risk Management, Social Responsibility, Security Access Office, and Planning, Design and Construction.
• Propose solutions for discrepancies and tracks progress of improvements needed by Airport departments, airlines, and ground services providers.
• Coordinate meetings, develops agenda and conducts meetings as needed with Airport departments, airlines, ground services providers, and FAA staff.
• Represent Aviation Safety and Compliance office, including providing information and creating presentations for meetings and conferences when managers are not available.
• Participate and facilitate cross-divisional teams such as the Airport’s Safety & Security Promotions Working Group and safety risk assessment panels.
• Assist coordinating annual certification inspection for assigned FAA Airport Compliance and Safety Inspector (ASCI), gathers and provides information for delivery to FAA ACSI and other FAA offices.

Minimum Qualifications:
Education: Possession of a baccalaureate degree from an accredited college or university.
Experience: Three (3) year full-time equivalent experience performing professional-level management and/or administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, development, and administration of contractual agreements and/or grants, or other closely related functional areas.
Substitution: Applicants may substitute up to 2 years of required education with additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Desirable Qualifications:
• Knowledge of FAR 139
• Experience working at a medium to large airport, as defined by the FAA (Receives 0.25 to 1 percent or more of the annual U.S. commercial enplanements)
• Experience with safety and compliance, and auditing
• Experience with regulatory frameworks
Required Special Conditions:
Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
Customs Clearance: Position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this position. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.
Location: San Francisco International Airport – Safety, Security & Airside Services
Working Hours: Full-time, 40 hours per week, Monday – Friday, 8 am - 5 pm, HYBRID work schedule. Eligible for hybrid work schedule after first 60-90 days.
