The Stationary Source Enforcement Branch (SSEB) Training Section is seeking a motivated and accomplished Air Pollution Specialist (APS) to join its Visible Emissions Evaluation (VEE) training and certification team. The Training Section operates the VEE program in adherence to U.S. EPA Reference Method 9 and provides certified VEE observers with the skills necessary to determine whether stationary sources are in violation of opacity limits. Certified observers include local air district enforcement staff and facility staff as required by their air district-issued permits.
The APS works closely with the VEE lead APS to ensure program effectiveness, schedule and conduct field certifications, and respond to air district and student inquiries related to VEE. Duties include operating, maintaining, and transporting a trailer-mounted smoke generator to VEE certification sites, which staff tow using a dedicated State vehicle. The APS serves as the first line of contact to students and local air districts for the program.
In addition to VEE duties, the APS provides instructional and enforcement support to SSEB. SSEB works to ensure that stationary sources in California are operating in compliance with applicable laws and regulations, and training plays a vital role in achieving this goal. The Training Section provides enforcement training to local air district staff as well as training on strategies and techniques for controlling emissions from stationary sources and compliance with State and federal regulations aimed at reducing emissions from stationary sources.
The position requires overnight travel throughout the state, up to 25% of the time and up to one week at a time. The position includes working in outdoor conditions during certifications and the ability to lift and carry 40 pounds. The incumbent must complete Defensive Driving Training, participate in the DMV Pull Notice Program, possess a valid California driver's license, and maintain a good driving record.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the discretion of the agency and is based on the California Air resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
