Hydrogen and Energy Sector Specialist

CARB is seeking a self-motivated Air Pollution Specialist to perform technical and policy work to help advance California’s landmark efforts to reduce energy sector greenhouse gas (GHG) emissions, help decarbonize California’s economy, and meet the State’s ambition GHG targets. The Energy Section, housed in the Project Assessment Branch within the Industrial Strategies Division, implements electricity-sector GHG regulations and collaborates internally and externally to affect electricity- and energy-sector efforts to achieve California’s ambitious 2045 carbon neutrality goal.  The Air Pollution Specialist will lead and implement hydrogen analyses called for in Senate Bill 1075, which directs CARB, in collaboration with other State agencies, to develop a report that analyzes expanded future production and use of low carbon-intensity (CI) hydrogen in California. The Air Pollution Specialist will contribute to that work by providing energy sector technical and policy expertise and guidance, with a focus on the role of low-CI hydrogen and other renewable fuels.  The incumbent may also support related electricity-sector programs, such as CARB’s engagement in developing the Senate Bill 100 zero carbon electricity joint-agency report and in developing GHG planning targets in accordance with Senate Bill 350.

The successful candidate utilizes a combination of technical and policy knowledge of California Air Resources Board's (CARB) and California's electricity and energy programs to interpret and apply laws, rules, and regulations pertaining to California’s energy sector; conduct research and make recommendations related to the elimination or control of energy-sector air pollution and GHG emission sources, including fossil fuels; perform research and analysis of technical information pertaining to emitting and non-emitting or renewable electricity sector generation technologies and fuels; and may represent CARB in various joint operations, speaking before groups, answering inquires, and preparing reports and correspondence.

Working Conditions

 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
