Government Operations Investigative Analyst - Office of the Speaker
***Recruitment Range: $50,000 - $70,000 Annually***
DESCRIPTION OF WORK:
Oversight is a critical legislative function.
The Joint Legislative Commission on Governmental Operations (Gov Ops) exists to provide legislative oversight of public policies and expenditures. Oversight functions include evaluation of program costs and benefits, managerial effectiveness, internal control, and compliance, emphasizing the return on taxpayer investment.
Our team assists House Members, committees, and other staff with investigating and evaluating government activities. We review, monitor, and supervise state agencies and institutions, state-supported nonprofits, and local governments. The team works to ensure recommendations have been implemented by agencies and suggests further action by the General Assembly when necessary.
Gov Ops analysts are partisan legislative staff who report to the House Majority Staff Director. Ideal candidates are dynamic individuals who can conduct quantitative and qualitative analysis, handle multiple assignments, meet tight deadlines, and communicate effectively in plain English. A good ear for language, a good eye for design, and a good mind for strategy are essential.
Investigative Analyst Job Duties:
- Develop work priorities, methods, and assignments at the request of or in consultation with legislators, supervisors, or other staff and then work to complete tasks.
- Summarize and analyze detailed documents, legislation, periodicals, and other written material.
- Gather information from personal interviews, facility inspections, official reports, agency records, academic papers, and other sources.
- Analyze financial, operational, statistical, and other data.
- Write issue memoranda, briefing papers, and other documents on selected topics.
- Work collaboratively within a team.
- Observe and analyze agency or program budgets for trends, patterns, and possible failures to meet statutory or other standards.
- Produce high-quality work and take ownership of assigned tasks and projects.
- Provide technical assistance and recommendations to improve programs, services, processes, and performance standards.
- Monitor agency actions to ensure compliance with statutory requirement and legislative intent.
- Research and develop specific options to improve government efficiency and effectiveness.
- Prepare reports or parts of reports, including key findings and recommendations.
- Prepare senior staff and legislators for public hearings.
- Adhere to strict confidentiality requirements.
KNOWLEDGE, SKILLS, AND ABILITIES/COMPETENCIES:
To meet the duties outlined above, candidates should be flexible, highly motivated thinkers and communicators. In addition, the following specific attributes are sought:
- Ability to work collaboratively and effectively within a team of highly qualified professionals to produce relevant materials.
- Ability to maintain composure under pressure with legislators, legislative staff, colleagues, and the public daily.
- Advanced ability to analyze data with Excel, R, Python, or similar.
- Advanced ability to present information clearly and concisely in words, numbers, and images.
- Demonstrated ability to provide high-quality program development and advice.
- Willingness and ability to work extended schedules as needed to meet deadlines.
DESIRED QUALIFICATIONS:
- Proper use of the Oxford comma.
- Previous professional experience in public policy (internships qualify).
- Advanced degree in relevant field.
- Creative problem solver.
- Discretion and discernment.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- Education & Experience: Bachelor’s degree in relevant field or equivalent work experience.
