Job Summary
The incumbent will manage the development and administration of the master contract and work orders for the Watershed program, support the federal Section 319 grant program coordinator in managing the Section 319 grant program, and provide support for Watershed program database management.
The incumbent will work with program staff to define the scope of work and incorporate technical and administrative requirements into contracts, complete forms and documentation associated with the development of contracts, and negotiate contracts with eligible vendors. The incumbent will implement and evaluate contract and grant policy and procedures for the Division, including in support of the Section 319 grant program.
The incumbent will also provide support for Watershed program database management including managing program data to ensure electronic and hard copy data is received, processed, verified, transmitted and available for analysis and reporting.
Qualifications
Minimum Qualifications
Two years of professional contract and or grant development experience;
OR
Three years of contract and or grant development at the para-professional level.
A Bachelor's degree in Accounting, Business Administration, or a closely-related field may substitute for one (1) year of experience;
Experience communicating and collaborating with others in a work environment.
Well organized and able to manage multiple projects simultaneously.

Preferred Qualifications
Knowledge of state and federal laws, rules, regulations, executive orders and procedures regarding contract development and administration.
Ability to build partnerships and obtain cooperation from staff.
Demonstrated problem solving skills.
Experience with developing or providing training on contract or grant management.
Good database input and management skills.
Familiarity with Statewide Integrated Financial Tools (SWIFT), OnBase and/or Tempo databases.
Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Additional Requirements
Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
