GENERAL PURPOSE   
Works under the general supervision of the Election Commissioner; performs a variety of skilled clerical, secretarial and administrative procedures requiring moderate independent judgment; and coordinates and oversees the voter registration and absentee voting process.

SUPERVISION EXERCISED 
Coordinate the early voting process for the Primary and General Election and supervise four (4) to six (6) full-time temporary staff during election months.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES

 

ESSENTIAL FUNCTIONS 
Accept and process voter registration and maintain filing system including processing online registration and assisting voters through the registration process.
Update and maintain military voter records on a continuous basis including the processing of early Military voting applications. Email ballots according to statute, manage the secure keeping of such files in coordination with the Secretary of State.
Extract alphabetic, numeric, or symbolic data from original documents and enter data into a computer following a specified format.
Compare data entered into computer with data listed on the original document to verify that data is correctly entered.
Build, establish, maintain, and promote effective, cooperative, and productive working relationships with supervisors, elected officials, employees, media groups, vendors, external stakeholders/partners, other governmental agencies, and the public.
Establish, update, and maintain accurate and complete record of absentee voters; accept and process applications, mail-in ballots and accounts for their return.
Coordinate the early voting process and supervise temporary staff.
Create Public Service Requests with appropriate voter information.
Establish and maintain filing system, control record, and index using moderate independent judgment.
Answer incoming calls and receive the public; answer questions and inquiries from the employees, citizens, and others; and refers, as necessary, to appropriate persons.
Report to assigned worksite with regular, predictable, and consistent attendance.
 
Peripheral Duties
Compose, type, and edit a variety of correspondence and other materials requiring judgment as to accuracy and completeness.
Serve as a member of various committees as assigned.
Perform other duties as directed and assigned.
 
 

MINIMUM QUALIFICATIONS

 

MINIMUM REQUIRED QUALIFICATIONS
Education and Experience
High school diploma or GED equivalent required.
Four (4) years of bona fide work experience in a clerical /administrative position required. 
Work experience with public Election preferred.
Must be able to type 40 net words per minute (nwpm).
Must be a registered voter, per Neb. Rev. Statute 32-305.


Special Requirements
Mandatory overtime during elections.

Considerable knowledge and ability to use computers and Microsoft Office software
Working knowledge of current office practices and procedures
Knowledge of geographical area, Congressional Districts, Legislative Districts and School Districts
Knowledge of or ability to learn and apply applicable County policies as well as federal and state election laws and regulations
Effective organizational skills
Skill in reading and interpreting various types of maps, codes, and statutes
Ability to understand and follow exacting instructions
Ability to work under pressure with frequent interruptions
Ability to prioritize work and meet deadlines
Ability to maintain and preserve confidentiality
Ability to perform job duties with efficiency, thoroughness, accuracy, and with attention to detail while under pressure and/or managing frequent interruptions
Ability to communicate effectively, in English, both verbally and in writing
Ability to operate standard office equipment including, but not limited to, multi-line phone, computer, typewriter, 10-key calculator, printer, scanner, copier, and fax
