Code Enforcement Officer

The City of Mason City is accepting applications for a full-time Code Enforcement Officer to work in our Development Services department. This position will conduct inspections and enforce compliance with the City’s housing, environmental health, and public nuisance ordinances and regulations.

Duties/Responsibilities

  • Inspects, investigates, and enforces zoning, housing, nuisance, junk, rubbish and refuse, and inoperable vehicle ordinances.  Interprets zoning, housing, nuisance, junk, rubbish and refuse, and inoperable vehicle code requirements and recommends compliance procedures to owners.
  • Issues citations for violations of zoning, property maintenance, housing or nuisance codes.
  • Keeps an accurate account of inspections including the findings of the inspection, status of compliance, and other related information.  Maintains timely and updated records in the departmental permitting and code enforcement software.
  • Assists with enforcement of ordinances relating to zoning, property maintenance, signs, environmental health, vector control and housing.
  • Observes violations, issues notices, counsels code violators regarding zoning, housing, nuisances, junk, rubbish and refuse, and inoperable vehicles, prepares case files, pursues legal remedies, initiates public nuisance, housing, and zoning actions, and oversees cleanups of noncompliant properties.
  • Attends neighborhood meetings at the request of supervisor, advises area residents on municipal code issues, and communicates division activities to neighborhood organizations.  Participates in informational meetings for residents, in campaigns to beautify the city, and neighborhood cleanup projects, and to promote community interest in eliminating illegal, dangerous and unsightly land use practices.  Refers the public to City services related to neighborhood concerns.
  • Performs zoning, property maintenance, housing, nuisance, inoperable vehicle, and junk, rubbish and refuse code related enforcement and monitoring activities on a scheduled or an on call basis after normal working hours as approved by supervisor.
  • Conducts inspections of existing buildings to determine lack of proper maintenance, housing violations, or hazardous conditions.   Interviews residents and inspects area to investigate reports of illegal rentals, dumping and neglected properties.   Issues placard or notice of violation when circumstances warrant.  Issues certificate of compliance for rental property at time of final inspection if in complete compliance.  Issues zoning permits.
  • Assists Chief Building Official with condemnation and demolition process upon unsafe or dangerous buildings.  May assist with City acquisition of nuisance properties when warranted.

Minimum Requirements:

  • High School diploma or GED. 
  • College level coursework in environmental health or land use is desired.
  • Proficiency in Microsoft Word and Excel.

Special Requirements:

  • Valid driver’s license.
