Instructional TV & Program Manager

State Title:  Instructional Television Program Specialist

JOB DESCRIPTION

 

JOB GOAL:

To acquire, prepare and produce educational programming for broadcast and classroom use.  Assist to increase competency and use of effective television technology integration strategies in the district.

 

QUALIFICATIONS:

  1. Bachelor’s Degree from an accredited educational institution in Communications, Broadcast Television Production, Film Production, or related major field; and
  2. Minimum of five (5) years’ experience in Video Production, Broadcasting, or film.
  3. Valid Florida Driver’s License.

 

KNOWLEDGE, SKILLS AND ABILITIES: 

Knowledge of the organization, operation, programs, and goals of the District.  Extensive knowledge of digital photography and image editing/enhancement software.  Knowledge of the placement of microphones and calibration of audio levels, lighting techniques and set design and wardrobe for television.  Ability to use Teleprompters, align and adjust cameras with electronic test equipment, and to pre-record and ready all necessary audio/video materials to be used during shooting sessions.  Ability to direct production.  Ability to utilize relative computer equipment, instructional software, broadcast equipment, television programming, and post-production technology.  Ability to develop and manage budgets.  Ability to work independently and to make decisions with minimum supervision.  Ability to schedule time, prioritize, and work efficiently.  Ability to handle multiple tasks in stressful situations with ease and efficiency.  Ability to work cooperatively and deal tactfully with departmental officials and employees of the School Board.  Ability to speak effectively before groups of employees and organizations.  Ability to express one’s self clearly and concisely, orally and in writing.  Ability to understand and adhere to technical directives and instructions.

PERFORMANCE RESPONSIBILITIES:

  1. Communicate with team members to provide highest quality of programs.
  2. Collaborate with team members for interesting and informative programs.
  3. Monitor equipment condition and requisition repairs as needed.
  4. Edit video on nonlinear equipment.
  5. Computerize routers to facilitate distribution of programs.
  6. Monitor program links to ascertain appropriate distribution time.
  7. Work with supervisor to create programing schedule for 24/7 cable channel and input schedule into playout server.
  8. Demonstrate initiative in the performance of assigned responsibilities.
  9. Shoot, edit and create original programs, instructional video, and graphics for programming on the cable channels, EBS, and internet including events and activities of the District as directed.
  10. Collaborate with High School instructors and students to create programing for the districts cable channel as well as with the MTC Digital Video Production.
  11. Strong visual storyteller with an understanding of NPPA style.
  12. Collaborate with team members for informative and entertaining programs.
  13. Produce promotional spots for the channels related to programming, public service announcements and District events.
  14. Assist in the programming and live broadcast of satellite transmission, teleconferencing, video conferencing, two-way distance education production, programming and distribution.
  15. Keep the Supervisor up-to-date on cable programs, issues and concerns.
  16. Assist in digitizing and scheduling programming in the computerized cable channel scheduling system.
  17. Assist the supervisor in designing marketing plan and distribution of marketing materials.
  18. Assist the supervisor in researching customer needs and creating a programming plan to fulfill the cable strategic plan.
  19. Assist the supervisor in community outreach, presentations and building viewership.
  20. Maintain positive relationships with staff and vendors.
  21. Communicate effectively with staff and vendors.
  22. Follow all School Board policies, rules and regulations.
  23. Demonstrate support for the School District and its goals and priorities.
  24. Strong understanding of IPTV and Live streaming
  25. Provide training in the use of equipment as used in the classroom.
  26. Collaborate with other district departments to provide television technology assistance.
  27. Provide instructional production design and consultation.
  28. Make purchasing recommendations in the areas of camcorders, digital cameras, and studio related equipment.
  29. Follow attendance, punctuality and proper dress rules.
  30. Ensure adherence to good safety standards.
  31. Maintain confidentiality regarding school/workplace matters.
  32. Exhibit interpersonal skills to work as an effective team member.
  33. Model and maintain high ethical standards.
  34. Represent the district in a positive and professional manner.
  35. Demonstrate initiative in the performance of assigned responsibilities.
  36. Respond to inquiries and concerns in a timely manner.
  37. Keep supervisor informed of potential problems or unusual events.
  38. Prepare all required reports and maintain all appropriate records.
  39. Participate successfully in the training programs offered to increase skill and proficiency related to assignment.
  40. Review current developments, literature and technical sources of information related to job responsibility.
  41. Perform other tasks consistent with the goals and objectives of this position.
  42. On Call 24/7

 

PHYSICAL REQUIREMENTS:    

Medium Work:  Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force and/or up to 10 pounds of force as needed to move objects.

 

TERMS OF EMPLOYMENT:

Salary and benefits shall be paid consistent with the District’s approved compensation plan.  Length of the work year and hours of employment shall be those established by the District.

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
