Salary Range:  $52,669.50 to $62,575.50
 

The State of New Hampshire, Office of Professional Licensure and Certification, Division of Administration has a full-time vacancy for an Accounts Receivable & Payable Supervisor / Accountant IV.

Summary:

Plans, coordinates and supervises fiscal operations within the Office of Professional Licensure and Certification Finance Department to ensure proper administration of the accounts receivable, accounts payable, and procurement functions and compliance with state and agency accounting requirements, policies and procedures. Works collaboratively with all departments within the agency to plan, develop, modify and implement fiscal and budgetary procedures and controls.

 

MINIMUM QUALIFICATIONS:

Education:  Bachelor's degree from a recognized college or university with major study in accounting, business administration, public administration, or related field. Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  Four years' experience in accounting or auditing work, two years of which must have been in a supervisory capacity. Each additional year of approved work experience may be substituted for one year of required formal education.

 

PREFERRED QUALIFICATIONS:  Computer proficiency and experience working with confidential financial information.

 

License/Certification:  Must possess a valid driver’s license and/or have access to transportation for statewide travel.

Responsibilities:

Plans, develops and evaluates the Monthly Budgetary Report to track the financial status of all Divisions, bureaus, boards, councils, and commissions within OPLC to include performing data queries, analyzing data for accuracy, and transferring appropriations to correct funding sources.

 

Compiles information to prepare periodic and ad hoc financial, statistical, and narrative reports as necessary to validate financial transactions, budgetary transactions, and fiscal matters, and to facilitate decision-making by management.

 

Meets with the Finance Director to review budget information and assists in the preparation of budget reports. Coordinates and participates in discussions with agency administrators and managers to clarify procedures and policies, provide guidance on available funding, and offer instruction related to agency fiscal operations.
 

Consults with senior leaders and administrators relative to developing policies for agency fiscal operations and increasing the efficiency of fiscal operations, controls and budgets. Participates in special administrative committees and meetings for planning and problem solving of agency procedures. Makes recommendations to establish or modify operational policies and procedures.

 

Analyzes current workflow processes to identify and implement a variety of alternative solutions and work methods to increase the efficiency and effectiveness of operations. Regularly reviews and updates work manuals to ensure all resource materials are current and in compliance with agency, state and federal requirements.

 

Communicates with staff, vendors, management and outside agencies in regard to payment adjustments, queries, and outstanding balances owed to OPLC. Responds to questions from vendors, contractors, and staff pertaining to accounts receivable and payable procedures, policies and payment processing.
 

Develops and implements procedures and processes for reconciling the agency-specific accounting system, My System Automation (“MLO”), with NH FIRST, the State’s accounting system. Establishes and monitors daily and monthly quality control measures to ensure that transactions are posted accurately and that reconciliations are performed timely.
 

Enters and audits data in the State’s accounting system, NH FIRST, to include cash batches, accounts receivable, accounts payable, disbursements, intergovernmental payments and disbursements, transfers of expenditures, and journal entries, and corrects entries within the general ledger system lacking proper coding.
 

Identifies, analyzes and recommends solutions to transaction errors related to agency and board processing. Analyzes and reconciles monthly reports for purchase orders, open-end transactions, contracted services and products to ensure invoice and payment accuracy.

 

Supervises subordinate professional and paraprofessional accounting staff and other administrative support staff, to include assigning work, reviewing work for adequacy and accuracy, and training on systems, procedures, and policies. Conducts performance evaluations and makes recommendations to the Finance Director related to capacity, resources, and staffing needs of the work area.

 

Monitors and maintains current information on changing state and federal requirements as they relate to procurement and communicates such to appropriate parties. Updates related policy and procedural manuals as needed. Collaborates with internal and intra-governmental personnel to implement best practices associated with procurement processes. Develops and researches opportunities to simplify tasks while adding value for the end-user.
