Facilities Planner - Entry to Experienced Level (MD)
Responsibilities
Master Planning is a continuous analytical process that involves evaluation of factors affecting the present and future physical development and operation of real property resources (land, facilities, and infrastructure). With an ever-increasing workforce and constantly evolving technology, NSA's Installations & Logistics organization needs highly motivated Facilities Planners to develop and manage thoughtful and thorough short-term and long-range plans that deliver efficient and effective real property resources to support the Agency's global mission. As a Facilities Planner, your responsibilities may include: - Leading master planning processes and the development of associated products. Master planning processes include, but are not limited to, facilitating the development of vision/goals and requirements, evaluating alternatives, guiding the selection of a preferred alternative, and monitoring the need to amend plans. - Leading large teams of both government and contractor resources to accomplish Department of Defense mandated planning actions. - Working with other facilities and planning professionals such as Program Managers (PMs), Building Managers (BMs), engineers, architects, city/urban designers and planners and Information Technology professionals to understand the real property planning needs of the stakeholders, balanced with an understanding of existing conditions, in order to develop informed master plans, facility investments, and space planning decisions. - Managing stakeholder involvement. Working with stakeholders to fully understand their scope, vision, and mission requirements. - Developing plans and strategies for major initiatives such as site master plans, facility renovations and new construction - Creating budgets and schedules for implementing major initiatives - Maintaining and updating facility strategies, master plans and space occupancy database for real time accountability of all occupied and available space - Creating and implementing standards for facilities modernization, and tracking investments in real property - Testing and evaluating new trends and technologies to provide guidance, project management services, hands-on facilities support, engineering consulting services and technical expertise in facilities management - Reading and understanding graphic materials (e.g., diagrams, schematics, construction documentation, maps, or GUIs) - Developing and implementing sustainability initiatives - Managing space resources, infrastructure, and facility capacities - Developing and presenting briefings in a variety of forums, to a variety of audiences and levels of leadership.

Qualifications
The qualifications listed are the minimum acceptable to be considered for the position. Degree in a Construction or related field (e.g., Architecture, Electrical, Mechanical, Industrial Design, Engineering, Space Planning, and Interior Design) or a Business related field (e.g., Economics, Marketing, Accounting, Business Administration, and Finance) is preferred. ENTRY/DEVELOPMENTAL Entry is with a Bachelor's degree and no experience. A high school diploma or GED plus 4 years of relevant experience or an Associate's degree plus 2 years of relevant experience may be considered. Relevant experience in space planning and design, facilities, project management, economics, marketing, accounting, business administration, finance, property/space management, human resources, training, security, communications, or budgeting is preferred. FULL PERFORMANCE Entry is with a Bachelor's degree plus 3 years of relevant experience or a Master's degree plus 1 year of relevant experience. A high school diploma or GED plus 7 years of relevant experience or an Associate's degree plus 5 years of relevant experience may be considered. Relevant experience must be in space planning and design, facilities, project management, economics, marketing, accounting, business administration, finance, property/space management, human resources, training, security, communications, or budgeting. SENIOR Entry is with a Bachelor's degree plus 6 years of relevant experience or a Master's degree plus 4 years of relevant experience. A high school diploma or GED plus 10 years of relevant experience or an Associate's degree plus 8 years of relevant experience may be considered. Relevant experience must be in space planning and design, facilities, project management, economics, marketing, accounting, business administration, and/or finance, and also include tactical and strategic space planning, program management, project planning, facilities/construction management and/or oversight. Experience as a team lead or supervisor in a facilities environment is preferred.
