In addition, staff provide policy and technical assistance to air districts implementing the Moyer program and assist in the development of mobile source regulations.

Under the supervision of an Air Resources Supervisor 1, the incumbent will work with a team of Air Resources Engineers and Air Pollution Specialists within the section implementing the Carl Moyer Program. The incumbent will develop policy recommendations and technical solutions to address a variety of air pollution issues identified by communities and support local development of projects funded by incentive programs. The incumbent will also review local implementation of incentive programs relative to program guidelines and legislative direction. Further, the incumbent will validate reports and data submitted by air districts through the branch database application. The incumbent will evaluate data sets to verify that air districts fund eligible projects and follow all programmatic guidelines and test systems to track incentive program projects and funding, including the calculation and reporting of emission reduction benefits and cost-effectiveness. Finally, the incumbent will work with CARB staff, local air districts and the public to resolve technical, economic, and policy issues related to the interaction of vehicle and equipment regulations, incentive funding, and advanced technologies. This may include responding to public inquiries related to the implementation of incentive programs and increase awareness of available incentives.

The person in this position will work closely with staff and management implementing California’s emission reduction incentive programs and regulations, alongside CARB information services, legal, administrative, legislative, and public relations teams, and in close coordination with affected air districts and other state agencies.
