Duties:

General Business Application Specialist I job duties:

  • Serve as secondary administrator of the Public Utilities Supervisory Control and Data Acquisition (SCADA) system.
  • Conduct analysis of business processes and systems to identify opportunities to improve process efficiency and productivity.
  • Work with Operations Division bureaus to document, update, and maintain Standard Operating Procedures manuals.
  • Work with Operations Division bureaus to document business procedures for the use of the divisions’ SCADA or other Alarm monitoring processes.
  • Conduct meetings or create presentations to communicate information as requested or needed.
  • Develop Custom reports, using Crystal Reports, Microsoft Report Builder, or Power BI.
  • Serve as a subject matter expert on system implementation projects.
  • Develop training materials and conduct end-user training.
  • Work with IT Department and/or vendor to resolve software or hardware issues.
  • Other tasks/duties as assigned.

Business Application Specialist I specific job duties:

  • Analyze, develop, implement, and manage the Graphical User Interface for process control and data reporting.
  • Analyze SCADA system data and alarms from water and sewer pump stations, implement modifications as needed to ensure data quality and alarm integrity.
  • Analyze the performance of the network communication and respond to problems
  • Analyze the performance of the web client for Citect and remediate problems.
  • Assist IT Department when needed for support services based on established service level agreements for the operating system and communication network, upgrades, customizations, and hardware replacement.
  • Support processes for a variety of departmental applications and interact with other city departments, consultants, vendors, and other professionals.
  • Analyze and remediate data and alarm problems to the register level in the Programmable Logic Controller (PLC) / Remote Terminal Unit (RTU).
  • Design complex data queries and reports to evaluate processes, data analytics, and analyze data quality.
  • Assist IT Department for Windows Server patching and testing compatibility/effects on SCADA system.
  • Implement and test SCADA system deployments for new features, updates, and new assets.

MINIMUM QUALIFICATIONS: Any combination of education (above high school), training, and/or experience equivalent to four (4) years in a field related to functional support for automated business operations in a network or server-based environment for the agency where the IT services are being used, utilizing the required knowledge, skills, and abilities.

May be required to have or obtain a valid drivers license.

SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences: In addition to the minimum requirements, the ideal candidate for this position will have experience listed in the preferences below. Candidates with the preferred experience should ensure the information is provided in the application.

• Experience with Citect Supervisory Control and Data Acquisition (SCADA) application.
• Experience with relational databases such as MS SQL Server, Access, and Oracle
• Professional working experience developing SQL queries
• Professional working experience working with Visual Basic or 'C#'
• Experience developing custom reports using Crystal Reports, MS Report Builder, or other similar reporting software.
• Experience leading or participating in technology project teams.
• Experience providing end-user support.
