Official Position Description:

Acts as staff specialist, (i.e., develops engineering policies & plans projects concerned with unique or controversial problems which have significant impact on major organizational programs), &/or supervises/leads team of two or more teams/squads of lower level transportation engineers, technicians, &/or support personnel (i.e. minimum of two employees per team/squad) by assigning tasks, monitoring work progress, & evaluating the work completed on highway plans. Performs other supervisory responsibilities (i.e. completes performance evaluations, coaches staff, & approves leaves) for subordinate staff. Assures accurate & timely updating of management information systems as they relate to the delivery of the program (i.e. ELLIS, TMS, BMS, etc.) & assures their business rules, policies, & procedures are implemented, used & maintained as standard business practice in their designated work environments. Keeps abreast of new scientific methods & developments affecting department & recommends changes in emphasis of programs, represents administrator in administration of consultant agreements involving multiple complex projects, programs & directives & develops &/or revises policies & directives based on field observation & testing, includes, but is not limited to, construction plans for paving, drainage, culverts, bridges, paving unstable subgrade, raised pavement marker installation; etc.; assess feasibility & soundness of proposed engineering designs when necessary data is insufficient or conformation by testing is advisable. Determines testing procedures to evaluate changes, implements test studies & recommends adoption of new procedures, policies & equipment purchases. Signs plans &/or other engineering documents as registered professional engineer.

Researches plan preparation, reviews complex engineering reports & analyzes bids. Instructs & trains employees in areas of CADD techniques & drafting equipment, computation of plan quantities, & general coordination of design process through completion of final contract plans. Assists supervisor with budget preparation &/or long range planning. Reviews final project construction plans to assure conformance with state specifications. Checks & approves designs of proposed & complete structures including emergency plan changes; Administers Production construction plan program to discuss & solve project problems that may occur such as drainage, culverts, bridges, paving unstable subgrade, etc.; Recommends &/or reviews change orders & VECP (Value Engineering Change Proposals) to ensure cost savings, construction plan file packages, revisions, addendums. Resolves complaints from public. Assists in policy development; meets with, advises, & counsels engineers, consultants, contractors, & officials from other political subdivisions on departmental policy; monitors inventory records, inventory & appraisal forms, structural ratings, etc., & reports any change to supervisor.

Advises offices, consulting firms, Federal Highway Administration, local public agencies & others with projects/problems in assigned area of expertise where established policy does not apply. Assists in research projects with other departments. Testifies in civil court proceedings as employee of Department. Represents department at conferences to resolve questions. Operates state vehicle to travel throughout district to conduct field reviews of project implementation &/or review site of proposed project to ensure project adaptability. Attends meetings & training seminars.

Assists Contractor Compliance Officers (CCOs) in ensuring Commercially Useful Function (CUF) requirements are met for professional services (e.g., oversees interviews, fills out forms & ensures completed forms are documented with recommendation of compliance vs. non-compliance

Qualifications

 

Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 3, 85643; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.

-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. exp. in managing engineering research projects (i.e., managing research projects applies only to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.

-Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.

 

Knowledge of civil engineering; public relations*; OSHA safety practices; employee training & development; supervisory principles & techniques*. Skill in use of computer, CADD & drafting equipment. Ability to comprehend & interpret variety of civil engineering principles, techniques, procedures, criteria, plans & specifications & related data; define problems, collect data, establish facts & draw valid engineering/technical conclusions; use statistical analysis; calculate fractions, decimals & percentages; cooperate with co-workers on group projects &/or establish friendly atmosphere as supervisor; handle routine & sensitive contacts with government officials, consulting firms/contractors & general public; plan & develop engineering projects with unique or controversial problems &/or novel engineering related concepts & approaches.

Licensed as Registered Professional Engineer by Ohio State Board of Registration for Professional Engineers & Surveyors

All bargaining unit and exempt new hires to ODOT must serve a one year probationary period.

This position has been designated as a Career Professional position per the Ohio Revised Code 5501.20.

All exempt promotions are required to serve a 6 month probationary period.

This position is overtime exempt based on FLSA Standards.

If this position is filled internally, the wage rate will be determined in accordance with the Ohio Revised Code.
