Job Duties
This position performs work in the agency's fiscal office; which requires a high degree of analysis, discretion, and judgement. Supervises professional staff and a variety of financial /operational functions. Considerable knowledge of financial, accounting, and auditing functions, as well as agency, state and federal laws and regulations regarding financial operations, business processes, information systems, and reporting requirements. significant impact on the effectiveness, credibility, and financial responsibility of the agency, programs, customer service, and public relations. Serves as the Deputy Director of Accounts Payable and Payroll for the Office of Financial Management (OFM) and has agency wide responsibility for all accounts payable and, payroll transactions ; interprets state policies & procedures, develops agency specific guidance for management's approval to ensure compliance with applicable state & federal policies; plays an integral role in the effective management of the disbursement functions for VDH & VHYF; ensures internal controls exist & are functioning; serves as a resource for VDH staff as well as serves on task forces & committees.
Minimum Qualifications
• Considerable knowledge of manual and automated accounting systems;
knowledge of accounts payable and payroll, policies, procedures, and best
practices
• Working knowledge of payroll tax regulations, and state and federal laws
governing payroll functions
• Ability to interpret/analyze data from various sources
• Understanding of the concepts, theories, principles, and practices of GAAP;
demonstrated ability to assemble and analyze data, prepare reports covering
complex financial transactions, to read, explain and apply policies and
guidance from technical manuals, legislative statutes and other authoritative
sources
• Management experience: extensive supervisory experience is with the ability
to direct, mentor, and develop direct reports
• Ability to handle conflict and enforce policies in a professional manual
• Considerable knowledge and experience of Commonwealth of Virginia
policies and procedures
• Experience with financial statement / schedule preparation and financial
reporting including knowledge of GASB standards, GAAP, and internal
controls
• Governmental financial accounting systems experience such as Cardinal and
internal systems
• Experience working with Microsoft Excel, Word, and PowerPoint skills
• Experience working with internal and external auditors
• Extensive supervisory experience is required along with the ability to direct,
mentor, and develop direct reports
• Ability to cultivate and maintain positive relationships, handles conflict, and
enforces policies in a professional manner
• Strong written and verbal communication skills including the ability to effectively communicate
complex concepts and ideas in an engaging, simple
manner
• Ability to evaluate, streamline, and improve business processes
• Bachelor’s Degree in Accounting, Finance, or business-related field
Accounting certification such as CPA or CGFM
Additional Considerations
Knowledge of the Commonwealth’s systems (including Cardinal, Reportline,
and Payline) and policies/procedures
