Job Summary

This posting may be used to fill multiple vacancies. Telework is available and negotiated at the time of hire. There may be periodic requirements in office, roughly once per quarter or at the discretion of management. 

As a Fiscal Analyst at the Department of Revenue, you will be an integral part of fulfilling the Department's mission through fiscal and policy analysis and implementation. This position contributes to the Department's fiscal and policy analysis efforts by coordinating and calculating the administrative costs of implementing legislation. In this position you will coordinate fiscal, legislative, and financial analyses to support management decision making and policy development. You will coordinate the interpretation and understanding of the administrative fiscal impact of proposed and passed legislation on the department, coordinate activities necessary for compiling the department’s biennial budget as well as lead special projects on budget related items for the Commissioner’s Office.

Minimum Qualifications

  • Three (3) years of professional experience in communications, organizational management, professional financial analysis, research analysis, legislative affairs, and/or policy development*
    • *Bachelor's degree in a closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience

Applicants who meet the above experience requirements will be further evaluated based on the following: 

  • Comprehensive knowledge of legislative process, fiscal policies and practices, legislative process, and knowledge of funding categories and requirements for appropriate use. 
  • Exceptional written and oral communication skills to effectively develop and present on financial and budget policies and procedures
  • Experience collecting, retrieving, and compiling complex data
  • Strong project management, team coordination, or facilitation skills 
  • Ability to prepare and present comprehensive reports, policies, and procedures 
  • Ability to identify, evaluate, negotiate, and resolve critical management issues  

Preferred Qualifications

  • Strong teamwork skills, including willingness and ability to consult and collaborate with subject matter experts from operational teams within the organization 
  • Experience leading organization-wide financial or budget planning efforts and establishing process timelines and deliverables 
  • Excellent interpersonal skills and ability to build collaborative relationships and to influence/negotiate positive outcomes with internal and external partners 
  • Demonstrated experience leading and managing change 
  • Desire and ability to innovate and continually evaluate and improve upon processes 
  • Ability to foster a diverse and inclusive workplace and work with individuals from all background, with the experience of creating a work environment where differences are valued, encouraged, and supported 
  • Experience juggling multiple projects with fluctuating deadlines while maintaining meticulous attention to detail. 
  • Experience exhibiting judgment on complex and ambiguous issues, fostering collaboration among leaders, teams, and stakeholders. 
  • Experience presenting and communicating written and verbal financial and budget information to nontechnical audiences. 

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

Additional Requirements
