Duties
- Responsible for assembling and summarizing a wide variety of subject matter and material
- Evaluates the impact for new or revised policies and procedures on existing organization.
- Reviews all incoming correspondence and taskings for action, review and/or response.
- Recommends changes pertaining to operations practices.
- Reviews written products to be presented, published, or otherwise disseminated, ensuring proper grammar and clear messaging.
- Plans and conducts comprehensive analytical studies of assigned organization(s) to improve communication and customer service.

Qualifications
GS-7
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-5) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Performing assigned tasks and/or projects of limited scope and complexity in addition to performing numerous administrative and support functions in a group environment gathering, consolidating, and analyzing various types of information needed to assist office and management personnel; advising others on regulations and instructions, answering questions and remedying standard problems referred by organization officers or operation officials. Assists in the development of written correspondence by proofreading and editing documents .
GS-9
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-7) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: proofreading and editing correspondence in response to congressional inquiries, information requests or other special interest inquiries, and assisting and advising internal and external customers on creating responses to inquiries.
GS-11
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Administers and evaluates internal management plans and assists in the development of written products for external customers and administrative policies and procedures. Reviews actions and correspondences for content and accuracy. Assisting in the development of written administrative policies and procedures
Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
This announcement will be used to fill positions with an entry grade of GS-7, or GS-9 with a target grade of GS-11.
The minimum salary for grade GS-7 is $47,124, the maximum salary is $63,408.
The minimum salary for grade GS-9 is $57,642, the maximum salary is $77,558
The minimum salary for grade GS-11 is $69,741, the maximum salary is $93,838.
Education
Substitution of Education for Specialized Experience is generally not applicable above GS-05 but may be considered if it is directly related to the position being filled.
GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
GS-9 Substitution of Education for Experience: Two full years of progressively higher-level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
