Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to be the Illinois Breast and Cervical Cancer Program (IBCCP) Data Manager. This professional-level position assists with IBCCP program data collection, reporting and analysis and grant administration. The Illinois Department of Public Health’s Office of Women’s Health and Family Services seeks to hire a leader who can coordinate IBCCP data collection and analysis team and inform program resource allocation.

Job Responsibilities

  1. Monitors and reviews the quality of data entry by IBCCP lead agencies.
  2. Provides consultative services to IBCCP lead agencies and IBCCP staff to ensure proper data collection in the IBCCP database.
  3. Organizes and evaluates data from the IBCCP Data System to prepare various reports for the Department and for CDC.
  4. Organizes, plans, executes, controls, and evaluates the operation of the statewide grants program for the federally funded Illinois Breast and Cervical Cancer Program (IBCCP).
  5. Initiates and designs new or revised data collection techniques and forms as necessary to address changes to required IBCCP data.
  6. Serves as a liaison to CDC with the supervisor, and to Information Management Services, Inc. (IMS) for all IBCCP data issues.
  7. Performs other duties as assigned or required, which are reasonably within the scope of those enumerated above.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
2. Requires two years of responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Two years of Microsoft Access Database experience which includes query writing, data extraction, and database development.
  • Possession of analytical and critical thinking skills.
  • Two years’ experience with the following data formats docx, xlxs, pdf, txt, and csv.
  • Two years’ experience collecting data and conducting data analysis to minimize and correct errors.
  • One year experience providing technical assistance on data entry and reporting.
  • One year experience communicating both verbally and in writing.

Conditions of Employment

  • Requires possession of a valid drivers’ license.
  • Requires the ability to travel.
