Development Manager
The Development Manager performs due diligence for perspective acquisitions and obtains full entitlements for the development and construction of residential, commercial, industrial, and mixed-use real estate projects.
Essential Duties and Responsibilities include the following. Other duties may be assigned as needed.
- Perform analysis and due diligence for the proposed acquisition of properties including raw land, approved projects, and/or improved land including all items established in the due diligence checklist and procedures.
- Review due diligence items including environmental, soils, wetlands, etc.
- Outline scope of due diligence, prepare preliminary budget for due diligence, and prepare due diligence reports.
- Prepare preliminary concept plans.
- Assist in obtaining site plan and/or subdivision approvals. Summarize company obligations under approvals and other agreements.
- Recommend, establish, and implement approvals strategy.
- Recommend professionals, negotiate, and prepare professional contracts, establish scope of work, and establish design criteria.
- Preparation of due diligence budgets, approvals budgets, and go/no go packages.
- Assist Acquisition Team in evaluation of potential properties to be acquired.
- Review ordinances prior to acquisition of properties to determine development constraints.
- Assist with or prepare Property Acquisition recommendations.
- Assist with market analysis of property.
- Define material issues impacting the approval of development projects.
- Review plans prepared by professionals, develop internal consensus of revisions, provide feedback to professionals.
- Identify, process, and obtain required permits.
- Establish project goals and milestones and prepare and track schedules of the approval process.
- Oversee, coordinate, and thoroughly review design submittals for accuracy and cost impacts.
- Coordinate, attend, and orchestrate approval meetings: Municipal, State, County.
- Accurately document all aspects and events of approvals process.
- Prior to closing of title on property, assure that all permits have been obtained and all documentation is provided to legal team.
- Transition project to Construction Project Manager with a summary of permits and project requirements and restrictions. Assist in filing for construction permits.
- Establish and maintain project filing systems in notebooks, hard files, computer files, and plan files.
- Support marketing, leasing, and sales efforts for the projects.
- Other duties as assigned.

Education and Experience
- Bachelor’s Degree in Civil Engineering.
- Site civil engineer experience.
- Experienced with NJDEP approval process for sewer, water, LURP, and environmental remediation.
- Performed due diligence and obtained entitlements on multiple projects.
- Experience preparing preliminary concept plans.

Obtained approvals for site plan and/or subdivision in core product groups, listed below:
- Residential (apartments, townhomes, senior housing)
- Industrial
- Commercial
- Mixed use
- Experienced with NJDOT approval process.
- Can read and interpret design plans.
- Can produce site cost estimates.
- Perform basic financial analysis and budgets.
- Technical knowledge of engineering, development, and regulatory issues.
- Understanding and ability to bid and negotiate professional fees.
- Computer literate in AutoCAD, Microsoft Excel, Word, Outlook, Project, and Internet proficient.
- Excellent oral and written communications and presentation skills.
