Human Services Project Manager

We are seeking a Human Services Project Manager to develop projects and programming for the State Administrated group homes within the purview of the Division of Family and Community Services (FACS). Current projects include initial licensing application and maintenance of that licensure; develop budget, training and staffing structures; develop policy and procedures; quality assurance. This position will be located at our Central Office in downtown Boise and will report to the FACS Deputy Administrator. While housed in central office, the incumbent will spend significant time at all group home facilities including the facility set to open 2025 in Lewiston.

This is a limited-service position. Length of limited-service appointments are determined by the availability of funds such as grants, alternative funding sources and/or timeframes such as pilot projects, alternative funding sources or program termination.

Example of Duties

  • Develops project goals, work plans, timelines, and strategies.
  • Researches project alternatives.
  • Identifies project partners, obtains stakeholder awareness, and identifies and coordinates with program committees and advisory groups.
  • Evaluates, guides, and coordinates project activities to ensure compliance with federal and state laws and regulations.
  • Writes program policies and procedures.
  • Coordinates task forces to define and resolve issues and problems related to projects; consults on and develops resolutions.
  • Develops and prepares regulations for promulgation.
  • Serves as technical expert in project-related areas; advises management regarding program/project development.
  • Analyzes research results, evaluates project impact, and recommends modifications.
  • Provides direction to team leads, supervisors and case managers.
  • Prepares requests for proposals, reviews and selects applicants, and develops and negotiates contracts.
  • Develops informational materials relating to the projects.
  • Coordinate the care of state resources: buildings, cars, and therapeutic tools.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position.

 

  • Considerable knowledge of social, psychological, or rehabilitative services, principles, and methods typically gained by a Bachelor's Degree or higher in a behavioral/social science, psychology, psychosocial rehabilitation, or closely related field OR by certification as a chemical dependency counselor for the substance abuse specialty.
  • Good knowledge of management practices typically gained by completion of college level management coursework equivalent to "Management and Organizational Theory," "Personnel Administration," and "Organizational Behavior" (that cover all elements of management: planning, organizing, staffing, directing, and controlling); OR at least one year of experience where you were responsible for all five elements of management or responsible for advising management in all areas ( e.g. experience as a member of a management team of a major program of a large organizational unit such as a region, institution, or division of a state department of a large business (Line supervisory experience does not qualify).
  • Experience supervising professional human services staff typically gained by at least one year of experience as a supervisor of direct or indirect project/program staff OR at least one year experience in a lead worker role if supervision was an assigned responsibility.
  • Experienced in planning, implementing and evaluating a social/rehabilitative delivery service, program or project typically gained by at least six months of experience with responsibility as part of an organized group, committee, or board for identifying project needs in social/rehabilitative delivery services; identifying resources to use and recruiting those resources; developing, promoting and gaining project or program support; developing and implementing goals and strategies to implement goals and evaluating the outcome to determine if desired goals were achieved.
  • Experience administering grants, including writing, budgeting for, and evaluating grant proposals typically gained by at least six months of experience writing, developing OR administering grants dollars and reporting findings.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Expertise in administrating programming within a milieu setting. Typically gained by three to five years of institutional or program oversight and/or development, community outreach, or advocacy.
