Air Pollution Specialist

The Incentives Enforcement Section (IES) operates under the Enforcement Division and the Citations and Registration Enforcement Branch. IES is responsible for developing, implementing, and enforcing standards for drayage and short-haul trucking fleet purchasers, per Assembly Bill 794 (AB 794).

AB 794 establishes labor standards as a condition for eligibility to receive incentives funded by the California Air Resources Board (CARB) for the purchase of new drayage and short-haul trucks. This bill also grants CARB the authority to ensure compliance with established standards and to investigate potential violations.

The IES is recruiting for two (2) Air Pollution Specialists (APS) to join a growing team which is responsible for processing complaints, conducting investigations, and using cross-team collaboration with CARB divisions and other governmental agencies for the implementation of various enforcement programs. The incumbent will investigate allegations regarding violations to contracts that condition incentives on compliance with AB 794 requirements and other applicable laws and pursue repayment and collection of funds dispersed to companies found in violation.

This position requires professionalism, collaboration, innovation, creativity, and organization. Other responsibilities include:

- Provide support and timely responses to stakeholders in accordance with relevant policies and procedures.

- Communicate effectively (orally and in writing) in dealing with the public and/or other governmental agencies. 

- Work extensively as necessary to conduct research, analysis, report generation, documenting evidence and other purposes.

- The incumbent may be using a state vehicle and is responsible for properly using and protecting assigned office equipment.

Working Conditions

The positions at CARB that may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
