Chesterfield County Government is seeking a Human Resources Manager who works to coach and train staff to achieve performance excellence; manages change and facilitates adjustments necessary for the team to embrace changes in practice and program policies and procedures. The supervisor assigns, reviews, and evaluates staff's work and plans and develops policies and procedures that ensure efficient workflow and ongoing program development. Also reviews and evaluates program effectiveness using data and various program evaluation methods; makes decisions on complex cases; handles difficult and unusual cases; serves as liaison to other agencies and groups; monitors expenditures of the unit's programs; manages an Emergency Shelter Team during times of natural disaster, reporting to shelter duty as required. Perform other work as required.

 

Successful candidate will possess a bachelor's degree in a human services related field, and five years of benefit programs experience; one year experience as a supervisor or Senior Benefits Specialist; or an equivalent combination of training.  Considerable knowledge of the principles of effective supervision, knowledge of public assistance programs, policies and regulations, particularly the Supplemental Nutrition Assistance Program, Temporary Assistance for Needy Families, Medicaid, Child Care, General Relief, and Refugee Assistance.  Knowledge of effective interviewing techniques; knowledge of computer systems and software packages; considerable skill in planning and supervising work activities, including service delivery, training, record-keeping duties and organizational operations; knowledge in developing and maintaining good working relationships with internal and external customers; knowledge in evaluating financial assistance programs; ability to demonstrate exceptional critical thinking and decision-making skills during crisis situations; exceptional ability to collaborate and achieve  performance goals.   Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date. Pre-employment drug testing, FBI criminal background check and education/degree verification required.
