Summary

This position is located in a Field Office of the National Labor Relations Board. Incumbent is responsible for assisting the region with case handling work including investigating representation petitions, unfair labor practice charges, and election proceedings.

Duties

As a Labor Management Relations Examiner (LMRE), GS- 0244- 9/11, your typical work assignments may include:

  • Preparing election agreements and/or stipulations for an election;
  • Investigating challenged ballots or objections to a representation election;
  • Conducting administrative hearings to develop a record in pre- and post-election settings to resolve unit placement, voting eligibility, and conduct of election issues; and
  • Analyzing issues to resolve questions concerning the appropriateness of a bargaining unit in representation cases and to resolve challenge ballots and objectives.

The Recent Graduate Hiring Authority will allow agencies to use strategic recruiting to hire certain recent graduates into positions in the competitive service on a temporary or term basis.

IDEAL CANDIDATE STATEMENT

The NLRB is looking for Graduate students interested in seeking employment pursuing compliance with the National Labor Relations Act. The candidate should have excellent communication skills orally and in writing, have strong research and analytical skills, and be interested in interacting with members of the public.

BASIC REQUIREMENT

Applicant must have completed a bachelor's or graduate degree within the previous two (2) years OR be a veteran who has completed a bachelor's or graduate degree and were unable to apply within two years of obtaining their degree due to a uniformed service obligation of at least 4 years. MINIMUM QUALIFICATIONS

Specialized Experience

GS-9

In order to qualify for the GS-09 grade level, applicants must possess at least one year of experience (52 weeks) performing at the next lower grade level (GS-07) work such as:

  • experience completing legal research, interviewing witnesses, preparing sworn statements, reviewing and analyzing documentary evidence;
  • experience drafting appropriate recommendations for disposition of unfair labor practice charges, and negotiating and drafting settlement agreements; and
  • experience preparing election agreements and/or stipulations for an election, conducts official elections.

Education
Possess a Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related

GS-11

In order to qualify for the GS-11 grade level, applicants must possess at least one year of experience (52 weeks) performing at the next lower grade level (GS-09) work such as:

  • experience conducting legal research using electronic platforms or traditional means;
  • experience making preliminary recommendations to the charging party that they consider withdrawing the case; and
  • experience drafting a report summarizing the evidence, analyzing it under the appropriate legal standard, presenting positions, and making a recommendation as to merit.

Education
Possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. (Note: You must attach a copy of your transcripts.)
