Accessibility Coordination Center and Educational Support Services (ACCESS) is looking for an inclusive, equity minded professional to lead day-to-day operations for our dynamic department. The Counselor DSP&S/Coordinator collaborates effectively with campus and community stakeholders in advocating for students with disabilities. ACCESS supports students with verified disabilities in determining and providing reasonable accommodations, auxiliary aids, educational assistance classes, and other support services. The department supports nearly 1,300 students with a team of 11 specialized full-time and part-time classified professionals and faculty.
WHAT YOU'LL DO
Under the general supervision of a dean, a DSP&S Counselor provides comprehensive counseling, career guidance, advisement services, and accommodations to students from diverse backgrounds for the purpose of developing and facilitating the attainment of their academic, vocational and personal objectives.
Under the direction of a Dean, the DSP&S Coordinator will coordinate educational support services and instructional programs to meet the educational and accessibility needs of students with disabilities. Additionally, the DSP&S Coordinator provides related guidance and support services to the students.
There is currently one tenure-track position, with the initial assignment being located at Moorpark College, starting during the Fall 2023 semester.
All academic employees are subject to assignment in any college of the District depending upon staffing needs as defined within the terms of the VCCCD/AFT agreement. Nontraditional assignments such as evening, weekend, or off-site assignments may be made with consent of faculty member, management or when special conditions exist on a campus as defined with the terms of the VCCCD/AFT agreement.

Moorpark College, one of three colleges in the Ventura County Community College District, was founded in 1967. It serves approximately 15,000 students, and with a "students first" philosophy, empowers its diverse community of learners to complete their goals for academic transfer, basic skills, and career education. Moorpark College is one of the most beautiful community colleges in California. Representative Duties
COUNSELOR DUTIES
Provide comprehensive academic, personal and vocational counseling to students; assist students in developing their educational plans and acquisition of college survival skills; foster academic success to retain students; assist students in the selection of a course of study, major, or certificate program. E
Refer students to appropriate support services, programs, resources, and other professionals based on need and eligibility for assistance; monitor academic progress; and counsel students on academic probation. E
Develop individual plans with students preparing to enter the labor market; identify skill training needs and opportunities for student internship, job search, work experience/work-study and employment. E
Counsel students regarding career choices, goal setting, and decision making; provide information on the matriculation process and program requirements at other colleges or universities. E
Assist in the development of outreach activities to identify and recruit eligible students and facilitate their enrollment in the college. E
Conduct orientation events to familiarize students with the location and function of college programs and services, including the application and registration process, academic and grading standards, college terminology, course add and drop procedures and related rules, and financial aid application procedures. E
Maintain current, accurate records of counseling sessions; assist in compiling statistical data and prepare reports related to program operations, activities, and progress. E
Assist in the preparation of counseling-related publications and presentation of workshops for targeted populations. E
Advocate for students with special needs and collaborate with college instructors, counselors, and other campus and community resources to assist students in the pursuit of their educational goals. E
Assist in the development and implementation of programs focusing on access and retention for targeted populations. E
Provide work direction to others.

COORDINATOR DUTIES
Organize and coordinate the day-to-day activities of the DSP&S program. E
Implement and assist in the development of the program plan and operational procedures, standards, and goals for program activities. E
Interpret and explain laws, rules, regulations, policies, and procedures pertaining to the rights of students with disabilities; develop practices, policies, and procedures to ensure compliance and ensure access to college programs for students with disabilities. E
Assist with developing, monitoring, and maintaining the program budget in collaboration with campus personnel; ensure compliance with regulations, guidelines, and reporting requirements of funding agencies. E
Oversee and participate in the preparation and submissions of a variety of comprehensive descriptive, analytical, and evaluative reports and correspondence related to program activities; respond to requests for information. E
Provide input with regard to the hiring and evaluation of program personnel; participate in training personnel. E
Collaborate with students and faculty to determine and provide appropriate accommodations for students with disabilities in the instructional setting. E
Plan, coordinate, and contribute to the development of DSP&S curriculum; teach DSP&S courses. E
Oversee and participate in the development, implementation, and monitoring of the program's student learning outcomes. E
Develop and implement an effective system of evaluation for the program and its activities. E
Conduct DSP&S student assessments and place students into appropriate course levels; provide guidance to students with disabilities on matters pertaining to academic, employment, accommodations, and support services. E
Plan, coordinate, and conduct outreach and recruitment activities. E
Plan and deliver orientation and workshops for DSP&S students. E
Establish and maintain collaborative relationships and partnerships with community organizations, educational institutions, and public agencies to utilize as resources for students with disabilities. E
Collaborate with faculty and other student services departments to ensure compliance with accommodations, laws, regulations, policies, and procedures pertaining to students with disabilities. E
Prepare and deliver in-service education to faculty and staff regarding the needs to students with disabilities. E

Candidates must meet both the Counselor DSP&S and Coordinator minimum qualifications
Counselor DSP&S Minimum Qualifications:
The minimum qualifications for service as a community college counselor of students with disabilities shall be satisfied by meeting one of the following requirements:
1. Master's degree in rehabilitation counseling, OR
2. Master's degree in counseling, guidance counseling, student personnel, clinical or counseling psychology, education counseling, social work, career development, marriage and family therapy, marriage, family and child counseling, OR a Bachelor's degree in marriage and family therapy or in marriage, family and child counseling and possession of a license as Marriage and Family Therapist (MFT); AND either fifteen or more semesters units in upper division or graduate level course work specifically related to people with disabilities, OR completion of six semester units, or the equivalent of a graduate-level counseling practicum or counseling field work courses, in a postsecondary Disabled Students Programs and Services (DSPS) Program or in a program dealing predominantly or exclusively with people with disabilities, OR two years of fulltime experience or the equivalent, in one or more of the following:
(a) Counseling for students with disabilities; OR(b) Counseling in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities.
OR the equivalent* OR possession of a valid California Community College Teaching Credential appropriate to the discipline.
Coordinator Minimum Qualifications
The coordinator must meet the minimum qualifications for a DSP&S counselor AND, in addition, have two (2) years full-time experience or the equivalent within the last four (4) years in one or more of the following fields:
1. Instruction or counseling or both in a higher education program for students with disabilities;
2. Administration of a program for students with disabilities in an institution of higher education;
3. Teaching, counseling or administration in secondary education, working predominantly or exclusively in programs for students with disabilities;
OR
4. Administrative or supervisory experience in industry, government, public agencies, the military, or private social welfare organizations, in which the responsibilities of the potion were predominately or exclusively related to persons with disabilities
All coursework must be from a recognized accredited college or university.If you have competed your education at an institution outside of the United States, please see the section below titled “Foreign Transcripts” for additional information.*EQUIVALENCYThe Ventura County Community College District, in its desire to select outstanding faculty members from the largest possible pool of qualified applicants, recognizes the fact that candidates may attain expertise in a discipline through a variety of means. Certain combinations of education, experience and other accomplishments in the field may be judged by the District as equal to the stated minimum qualifications for this position.Candidates whose transcripts do not list the title of their degree exactly as listed above, but feel they possess such equivalent qualifications are encouraged to complete and submit the Supplemental Questionnaire for Equivalency with their application for review by the Districtwide Equivalency Committee.Example:Minimum Qualifications state: “Master's degree in agriculture”. PAY PHILOSOPHY
Annual salary is based on an eleven month contract. Salary is commensurate with academic preparation and experience for placement on the salary schedule. $66,430.10 to $116,244.70
