The Indianapolis Redevelopment CDE (Indy CDE) administers the New Markets Tax Credit (NMTC) Program on behalf of the City of Indianapolis Department of Metropolitan Development. Indy CDE is certified by the U.S. Department of Treasury as a community development entity (CDE) which uses NMTCs to support transformative projects that address disinvestment, high unemployment, and poverty in the city’s most distressed neighborhoods.
Job Summary
This position is responsible for supervision of intake, review, and processing of transformative projects seeking federal New Markets Tax Credits (NMTC) from the city through the Indy CDE. The incumbent in this position will coordinate with DMD, Mayor’s Office, and the development community to ensure compliance with NMTC procedures and successful project completion. The incumbent will oversee connections to other DMD team members to shepherd projects from inception through the first seven (7) years of the project’s operations. Incumbent in this position utilizes the knowledge of established standard operating policies and procedures and the ability to challenge, improve, and implement new procedures where appropriate. Incumbent will rely on experience and judgment to plan and accomplish assignments while implementing procedures to ensure the delivery of transactions on schedule. Incumbent must be creative in the implementation of the vision. Position reports to the Principal Program Manager – Strategic Initiatives.
Key Responsibilities
- Oversees and coordinates the day-to-day operations of the entire NMTC program including future applications preparation and submission, allocation deployment processes, and monitoring current project portfolio.
- Coordinates Indy CDE administrative infrastructure, including developing new and implementing improvements to program processes and standard operating procedures, managing annual program budget, and developing annual reports to community stakeholders.
- Monitors projects requesting or previously approved for NMTC investment by maintaining and building relationships with current and prospective project sponsors, communicating the City and the CDE’s goals and objectives.
- Support Indy CDE involvement in related community development investment programs including partnership development, vetting or developing program structure, and monitoring portfolio outcomes.
- Serve as primary staff for the NMTC governing board and advisory board, community groups, stakeholders, economic development professionals, and developers to provide communication around the city’s deployment of the NMTC and broader city goals.
- Serve as primary point of contact for professional service providers engaged in application development, fund management and compliance, and strategic advisement.
- Negotiate, review, and process contracts, project agreements, disbursement requests and invoices related to NMTC projects.
- Assist outside vendors with required financial disclosure documents related to the NMTC projects.
- Coordinate the collection of data and information from other City divisions about Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Tax Abatement, Tax Increment Financing, Community Revitalization Enhancement District (CRED), Certified Technology Park, and other grants to assist in the preparation of annual applications for the highly competitive NMTC awards.
- Answers, informs, and advises on all inquiries and complaints related to NMTC from internal and external customers.
- Remain informed about NMTC program trends and policy updates at the national level to understand impacts to local program.
- Must maintain confidentiality at all times.

Minimum Job Requirements and Qualifications
Bachelor’s Degree in Real Estate, Project Management, Business Management, Political Science, Public Affairs, Public Finance or a related field with a minimum of five (5) years of direct work experience in community development, economic development, finance, government affairs, and urban planning. An equivalent combination of education and experience may be substituted in lieu of a degree. Must have the willingness to learn and articulate principles of the NMTC program with neighborhood organizations, Community Development Corporations, financial institutions, and private developers. Experience with construction, economic development, finance, or project management. Excellent speaking, writing, and listening skills and the ability to interact with people of diverse backgrounds. Knowledge of city government’s inner-workings and the region’s development and nonprofit community or the ability to acquire such knowledge. Must establish and maintain effective working relationships with a full range of elected and appointed officials, city colleagues, community leaders, private contractors, business owners, and nonprofit boards and directors. Ability to manage several high-profile projects simultaneously at different stages in their development. In conjunction with Federal Incentives team members, organize and update program documents to ensure necessary information is tracked appropriately. Experience with database management is needed. Must have knowledge of Microsoft Office and other software systems this position will utilize.

Applicants for this position acknowledge these key requirements and limitations
- This is an at-will position.
- If hired, the Program Manager will be the employee of a third-party staffing organization but will work under the supervision of the City’s Department of Metropolitan Development and Indy CDE.
- The Program Manager will not be an employee of the City of Indianapolis.
- The Program Manager must reside in Indianapolis/Marion County.
- The position has the option of working remotely up to two days per week, with supervisor approval.
Rate
$70,000 for 12 months with the possibility of term extension. 40 hours per week. This position is not eligible for employer-sponsored benefits through the City of Indianapolis.
