Facilities Operations and Project Coordinator (Construction Project Coordinator 4)

The Administrative Services Division (ASD) within the Department of Ecology is looking to fill a Facilities Operations and Project Coordinator (Construction Project Coordinator 4position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

In this role, you will be responsible for operating and maintaining Ecology’s principal staff facility-a 325,000 square foot LEED Certified building in Lacey, Washington. In addition to services to support Ecology’s operations, tenant services are provided to several state and federal agencies co-located in the building. The range of responsibilities reflect the day to day and long-term nature of operating a large commercial building with multiple tenants. These include lease negotiations, routine maintenance, and project management for upgrading or replacing major mechanical systems. This includes working with the Department of Enterprises for architectural and engineering services. In this role, you will supervise building maintenance staff as well as on-call contractors and other service providers.

Program Mission: The mission of Administrative Services Division is to manage Ecology’s physical and intellectual (i.e. records) assets so the agency’s environmental mission, goals, and priorities are carried out.

What makes this role unique?

Large scale commercial office buildings always provide for challenges and problem solving. Unique challenges remain about continued reduction of the building’s carbon footprint, as well as, maintaining operating efficiencies in the transition from conventional office building operations to the modern work environment.

 

What you will do: 

  • Administer and maintain the Agency’s statewide card access and video monitoring systems.
  • Serve as agency expert for the Card Key Access and Video Monitoring Security Systems, including but not limited to: Software programs and interfaces, diagnosing system trouble, malfunctions, adjustments, corrections, failures and modifications. Directs staff to assist in carrying out those tasks.
     
  • Use collaboration skills to facilitate good customer service delivery to Ecology staff and tenants located in the Lacey Building.
  • Apply facility management skills and knowledge to maintain a high level of operability for the Lacey Building.
  • Apply budget and project management skills to ensure that projects are appropriately budgeted for and procured.
  • Apply negotiation skills to contract and vendor procurements to ensure that services are performed in a cost-effective manner.

 

 

Qualifications

 

Required Qualifications:

 

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
 

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

 

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience.

A total of Ten (10) years of experience and/or education as described below:
 

Professional level Experience that may include some or all of the following:

  • Construction management and contract administration on large commercial and/or governmental office renovation and construction projects.
  • Preparing cost engineering reports / project estimates on large commercial and/or governmental office renovation and construction projects.
  • Developing project schedules and cost control measures on large office construction and/or renovation projects.
  • Developing maintenance and operational budgets and forecasts for large commercial and/or governmental office facilities.
  • Experience developing site master plans for large commercial and/or governmental offices or campus sittings. 
  • Deploying, operating, and maintaining building security systems, including video monitoring and access control systems.
  • Build, lead, and sustain effective project teams in a dynamic diverse environment. The ability to effectively communicate, negotiate and partner with a variety of individuals internal and external to Ecology.
  • Site development and building construction, including the ability to read drawings and specifications. Knowledge of established project management approach to project initiation, scope, time, cost, quality, human resources, communication, and risk management.
  • Real estate acquisition and disposal, property leases, property law, and lease negotiations. 

Education: involving a major study in architecture, engineering, construction management, facility management, strategic planning, Business, or closely allied field.
