MEAL Manager

Role & Responsibilities
MEAL Manager promotes high quality and accountable programming in Medair’s Lebanon programme through overseeing strong MEAL systems and practices, managing staff daily work. MEAL Manager will build good relationships with colleagues across project teams and support integration of evidence-based good practice, learning and improvements to ensure being accountable to and engaging with people in the communities that we serve, and are supporting to meet their needs in an effective and dignified way.

Project Overview
Lebanon programme is responding both to the Syrian refugee crisis and the impact of deteriorating economic and humanitarian crisis across the country on Lebanese. Medair has projects in Health, Mental Health & Psychosocial Support, Shelter, Basic Assistance and GIS Mapping, working in governorates across the country.

Field based position in Zahle, Lebanon; overseeing programmes across the country.

Key Activity Areas
Programme Oversight
  • Manage and ensure strong organisation and planning of the day-to-day work of the MEAL team, ensuring timely field data collection, analysis and reporting.
  • Review MEAL monitoring reports, ensure external audiences, providing useful coaching and feedback readiness.
  • Design, organise, analyse data collection, write needs assessment and evaluation reports.
  • Oversee, further establish and develop health, MHPSS, shelter, Basic Assistance, mapping MEAL systems promoting accountability to affected populations, sector quality standards & donor requirements.
  • Ensure M&E plans and Indicator Tracking Tables are in place for all projects, with required indicators collected and reported on in a timely and accurate manner.
  • Monitor project progress on activities and impact to ensure that objectives are met, proposing recommendations and corrective actions as needed.
  • Oversee the effective implementation of Medair’s MEAL Standard Operating Procedures.
  • Ensure that all elements of the Project Cycle Management are incorporated into programming, including evidence-based needs assessment and design.
  • Work with Accountability staff to ensure clear communication between teams and to improve the engagement of community members within Medair’s programmes.
Quality Management
  • Develop a learning environment, and ensure that feedback is elicited from communities and is acted upon to improve the quality of programming.
  • Maintain a focus on Impact and continuous improvement, including organising lessons learned and the development of external papers on context or impact.
  • Develop and improve the mainstreaming of cross-cutting issues across Medair’s programming, including gender, protection, inclusion, sustainability, local ownership, environment and conflict sensitivity.
  • Ensure country programmes are implemented in line w/proposals, requirements & in accordance w/Medair, donor, country, international standards e.g. Sphere, CHS standards, WHO recommendations…
Operations Management
  • Together w/MEAL PM, manage the MEAL budget, including the usage of casuals, vehicles and for surveys.
  • Coordinate with the Information Management team to ensure that IM processes are functioning effectively and are integrated into programme design.
  • Liaise with Support team to ensure smooth coordination between the MEAL and finance, administrative, human resource, IM/IT, Communications, Funding and logistics management, ensuring knowledge of and adherence to applicable operational systems, donor requirements and country programme strategy.
  • Ensure that MEAL staff are incorporating good security procedures into their activities.
Staff Management
  • Line manage designated MEAL staff, including direct supervision and development.
  • Develop a successor who has the knowledge, skills and experience to manage the MEAL team.
  • Ensure casuals are managed well, w/clear communication, training, feedback & equitable opportunities.
  • Lead, w/MEAL PM, development of a positive, supportive and encouraging team culture.
  • Facilitate regular team meetings and develop and build an effective team through a consultative leadership style and a transparent, honest and supportive communication structure.
  • Develop direct reports to improve their skills, knowledge competence and performance.
Communication
  • Develop and maintain a transparent, honest and supportive communication structure with colleagues to ensure they are kept informed of support related activities and requirements.
  • Support MEAL team to have positive & open communication, address issues in a fair, respectful and effective way.
  • Develop & maintain positive relationships w/community members, local partners, local authorities, NGOs or other stakeholders, representing Medair and ensuring good co-operation and partnerships.
  • Represent Medair at relevant national and local meetings with government officials, UN agencies, contractors, other NGOs, etc., reporting back as applicable to staff, field managers and GSO.
Team Spiritual Life
  • Reflect Medair values in everyday life: with team members, local staff, beneficiaries, external contacts…
  • Fully contribute to rich spiritual life of Medair: devotions, prayers, words of encouragement…

Qualifications

  • University degree in relevant subject such as Management, Development Studies, Business Administration or in a relevant technical subject.
  • Strong working knowledge of English (spoken and written) and Arabic (desirable)


Experience

  • 5-years post-qualification related professional experience.
  • 1+ year post-qualification experience in a complex humanitarian emergency.
  • Experience working in MEAL roles.
  • Experience designing and conducting surveys, with ODK and Excel knowledge.
  • Experience managing staff and overseeing teams, professional development, promote learning.
  • Experience with mainstreaming protection in humanitarian programmes and working with vulnerable groups.
  • Experience working with referrals systems and providing leadership and strategic direction
  • Able to develop and maintain effective relationships with internal and external stakeholders.
  • Knowledge of Humanitarian Essentials, Sphere, CHS and other international humanitarian guidelines.
  • Advanced planning, assessment and analytical skills. Experience in training/mentoring staff.
  • Coaching and training skills. Good understanding of cross-cultural issues.
  • Excellent communicator. Problem solving ability. Good inter-personal and conflict resolution skills.
  • Strong organisational and time management skills. Good numerical and report writing skills.
  • Dynamic and mature personality, able to oversee multiple tasks, prioritising and delegating as required.
  • Leadership and management skills; ability to build trust and enforce procedures.
  • Team-player with good inter-personal skills; committed to team-building.
  • Capacity to work under pressure and manage personal stress levels.

All new deploying international staff to Medair’s country programmes (and other roles which require field travel) should be fully vaccinated with a WHO-approved COVID vaccine,
supported with a COVID vaccination certificate as evidence.
