Contract and Purchasing Unit Supervisor

This position will have remote and hybrid workplace options available but will still be required to report to the listed address at the discretion of the supervisor and based on business need.

Description of Job
The salary range for this position is:
$3,342.92 - $4,027.85 Biweekly
$7,243.00 - $8,727.00 Monthly
$86,916.00 - $104,724.00 Annually


The Purchasing and Contracts Services unit exists to coordinate and direct Department wide Policies and activities for purchasing, contracting, contract performance monitoring, Credit Cards Program (PCard, Travel Card, Event/Department, Program Cards, Fleet Cards), and e-Procurement Programs.

This position exists to manage and coordinate the procurement of Information Technology based goods and services necessary for the operation of the Department of Labor and Employment (CDLE) by reviewing the specifications detailed in the requests for commodities and services and selecting the proper procurement vendor selection method; interviewing vendors concerning the product or service needs, negotiating price, product and delivery terms; negotiating vendor's terms and conditions to obtain the best value and least risk to CDLE; educate program staff in the various procurement processes and requirements, and fiscal rules; coordinating preparation of emergency, and other non-routine procurements; approving and processing, as appropriate, the purchase order (or request preparation of a contract or agreement) required to acquire goods or services; developing, issuing, and evaluating formal and informal solicitations; advising managers and staff of CDLE regarding the provisions of the Colorado Procurement Code and Rules, other pertinent State laws and rules, and CDLE policies and procedures that are applicable to each procurement situation; mediating vendor and user complaints. This position acts as the supervisor of the PCS IT Purchasing and Contracting Team. This position is responsible for the training, growth, and improved performance of all PCS's IT purchasing and contracting experts.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

Additional appropriate education will substitute for the required experience on a year-for-year basis.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor's degree from an accredited institution in a field of study including Purchasing,
Finance, Business Administration, Public Administration, Economics, Material Management, Law, Mathematics, Public Policy, or a closely related field a field of study related to the work assignment. 

AND

Four (4) years of professional experience in drafting, negotiating and executing contracts and other purchasing or procurement activities.

Preferred Qualifications:
  • Two (2) years of supervisory experience.
  • State Government Procurement Experience, including conducting all types of solicitations (RFP, IFB, DQ, Sole Source, Emergencies, etc.)
  • Experience in Information Technology procurements or contracts.
  • Process Improvement experience
  • Experience performing alike duties as a State of Colorado classified employee.
Conditions of Employment:
  • Must be a Colorado resident at time of application.
