Vendor Integrity AmeriCorps Member

The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that leads procurement transformation citywide by leveraging expertise, innovation, and a results-oriented mindset, from planning and release of agency solicitations to payment of services by provider partners. MOCS works with City Agencies and nonprofit providers to ensure contracted funds are registered on time so critical community services can be delivered. 

The City registered over $20 billion in contracts for human services last fiscal year, more than half of the City’s procurement volume by dollar value. Many of these contracts were registered late, making it difficult for nonprofit organizations to provide services to communities in need across the City. 

In February 2022, the Taskforce to Get Nonprofits Paid on Time recommended the City of New York identify the root causes of contracting delays and found there are significant contract delays during the process to review not-for-profit vendor responsibility. This process is currently repeated every time a nonprofit is awarded a new contract--even if they are performing well on 50 existing contracts--duplicating City effort and leading to mounting frustration from nonprofit providers.

The Member will build new capacity to support NYC communities equitably by getting nonprofits paid on time. They will design and pilot program operations for a new unit that will streamline and enhance the City’s review of nonprofit contracting partners, called the Vendor Integrity Unit (VIU).

The VIU will proactively mitigate vendor risk with data-driven decision-making tools, improve cross-agency communication, and develop policy and training for provider and agency staff. The Member will assess the feasibility of this project through research and development; develop relationships with agency and community partners to inform the types of risk VIU will focus its efforts on; and develop engagement materials to communicate VIU’s goals and operations to nonprofit service providers, agency staff, and the public to ensure program success.
 
Preferred Skills and Qualifications: 
 
  • Data Analysis. Experience with collecting data and analyzing data to see trends and extrapolate conclusions, opportunities for improvement and successes.  
  • Computer Skills. Familiarity with computer and online applications, including Microsoft Excel and PowerPoint.  
  • Communication Skills. Ability to succinctly and effectively communicate verbally and in writing across internal and external stakeholder communities, including the presentation of data analyses.
  • Reliable. Ability to meet deadlines and work independently in a fast-paced environment, while paying close attention to details
  • Collaborative and positive attitude; flexibility in a fast moving and evolving office and division.
