TPWD MISSION
To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION
Performs routine to moderately complex (journey-level) computer programming work including interacting closely with project management and customers to develop requirements, design, build and maintain custom web applications. The focus for this position will be on development of business applications in a low code environment like ServiceNow. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations, and procedures.
 
NOTE: This is a entry to mid level developer/programmer position. This position is needed for setting up the environment and developing applications using a Low Code platform like Service Now.
 

Qualifications

 
MINIMUM QUALIFICATIONS
Education:
Sixty semester hours from an accredited college or university.
 
Experience:
One year full-time experience in any low code development platform.  
 
Licensure:
If driving is required, applicant must possess a valid State driver’s license.
 
Background Check:
Required to pass a national fingerprint-based background check prior to employment offer. Potential candidates will be responsible for expenses related to the background check.
 
ACCEPTABLE SUBSTITUTIONS
Education:
One additional year of business application computer programming experience may substitute for 30 semester hours of the required education, with a maximum substitution of 60 semester hours.
 
Experience:
Graduation from an accredited college or university with a Bachelor’s degree in Computer Science or Computer Engineering or similar degree plan.
 
PREFERRED QUALIFICATIONS 
Education:
Graduation from an accredited college or university with a Bachelor’s degree in Computer Science.    
 
Experience:
Experience in or knowledge of Service Now Business Process Automation.
 
Experience in or knowledge of Service Now ITBM or ITSM modules.
 
Experience in or knowledge of developing web APIs;
 
ServiceNow certifications;
 
Experience in or knowledge of PowerApps.
 
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of current technological trends in software development and hardware architectures;
 
Knowledge of unit testing frameworks;
 
Knowledge of functional, business and architectural aspects of ServiceNow components for providing solutions;
 
Knowledge of computer operations procedures and systems;
 
Knowledge of computer programming languages.
 
Knowledge of Agile, Iterative as well as Waterfall;
 
Knowledge of developing applications for compliance with Section 508 of the U.S. Rehabilitation Act;
 
Knowledge of configuring and extending ServiceNow’s Out of the Box components like
Configuration Management Database (CMDB), Asset Management and Transform Map;
 
Knowledge of Integration hub and getting data in and out of external systems;
Skill in Service Now or similar technology and capabilities;
 
Skill in developing and maintaining custom web and mobile applications using App Engine and Service Portal in ServiceNow or similar technology;
 
Skill in scripting and using ServiceNow tools or similar technology;
 
Skill in developing custom widgets and Workflows in ServiceNow or similar technology;
 
Skill in scheduling and process automation;
 
Skill in using MS Word, Excel and Outlook;

WORKING CONDITIONS

This position qualifies for Teleworking per IT Division’s Telework policy;
 
Required to work overtime as necessary;
 
Required to provide afterhours support as needed;
 
Required to pass a national fingerprint-based background check to maintain employment;
 
Must conform to TPWD dress and grooming standards, work rules, and safety standards;
 
May be required to operate a State vehicle;
 
Required to travel 5% with possible overnight stays;
 
Non-smoking environment in State buildings and vehicles.
