To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION
Under the direction of the Information Technology (IT) Chief of Operations, this position performs highly complex (senior-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department at the Technical Service branch of the IT division. Responsible for the operations and management of the agency enterprise database systems, applications servers, file servers, web servers, and backup systems. Works closely with the State Shared Technology Services (STS) Contractor and the agency STS Contract manager to ensure systems are reliable, secure and have acceptable performance and capacity to meet agency IT needs. Manages professional technical staff that administers Microsoft and Linux environment, including but not limited to, the agency Active Directory servers, application servers, database servers, and GIS servers. Develops standards, policies, and procedures to ensure the consistency and integrity of agency data. Provides Strategic Planning assistance for the overall technical direction of the Agency and writes policies relating to the usage of systems. Researches and recommends products and services for the Agency's use of technology. Works with non technical agency personnel to produce business cases and to ensure that recommended technologies meet business needs.  Manages critical technology projects to successful completion on time and within budget. Responsible for project planning, determining migration strategies, negotiating vendor contract, approval of technology purchases, project deployment, and database and application system support. Prepares performance measures and conducts performance evaluations. Assists in preparation and monitoring of budgets and contracts for technical services. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
 

Qualifications

 
MINIMUM QUALIFICATIONS
Education:
Graduation from an accredited college or university with a Bachelor’s degree in Computer Science, Information Technology or closely related field with a strong technical background in Information Technology systems and theory.
 
Experience:
Seven years full-time progressively responsible professional level experience in System Administration or Database Administration.
 
Three years of experience as a project lead and/or team lead responsible for planning and managing large scale, multi-member automation projects. 
 
Experience may have occurred concurrently.
 
Licensure:
Must possess or be able to obtain, within 30 days of employment, a valid class “C” Texas driver’s license.
 
NOTE: Retention of position contingent upon obtaining and maintaining required license.
 
ACCEPTABLE SUBSTITUTIONS
Education:
One additional year of the required experience may substitute for 30 hours of the required education, with a maximum substitution of 60 semester hours.
 
Experience:
Graduation from an accredited college or university with a Master’s degree may substitute for one year of the required experience.
 
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of Information Technology application, theory, and management specializing in the areas of database and systems administration which is current, broad based, and technically advanced;
 
Knowledge of local, state, and federal laws and regulations relevant to Information Technology and of the principles and practices of public administration and management;
 
Knowledge of principles of structured problem resolution with customers, vendors and technical staff;
 
Knowledge of state laws and rules pertaining to acquisition and use of Information Technology;
 
Knowledge of administration techniques for Microsoft and Linux Based Environments;
 
Knowledge of administration techniques for Oracle and MS-SQL Server databases and applications;
 
Skill in effective verbal and written communication;
 
Skill in effective interaction with staff at all levels of the department and other state agencies and organizations;

Ability to converse effectively with technical staff on complex issues regarding enterprise systems administration and database administration;
 
Ability to analyze technology trends and best practices to ensure effective technology operations;
 
Ability to manage multiple highly visible projects concurrently;
 
Ability to provide technical advice and sound recommendations both verbally and in writing to staff at all levels;
 
WORKING CONDITIONS
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
 
This position is suitable to telework and the candidate may be allowed to telework with supervisor approval;
 
Required to work overtime as necessary;
 
Must conform to TPWD dress and grooming standards, work rules and safety procedures;
 
May be required to operate a State vehicle;
 
Required to travel 5%;
 
Non-smoking environment in State buildings and vehicles.
