Transition and Education Services Program Manager - #ARS00886

Virginia Department for Aging and Rehabilitative Services (DARS) is seeking a Transition and Education Services Program Manager to serve as the agency’s subject matter expert on all matters related to the continuum of transition services offered by the division to students and youth with disabilities. With a primary focus on increasing the agency’s capacity to achieve successful transition outcomes, directs and manages all programmatic and administrative functions to ensure efficient and effective service delivery of comprehensive Pre-Employment Transition Services (Pre-ETS) and Vocational Rehabilitation (VR) services to Potentially Eligible (PE) and Eligible students and youth with disabilities.

Provides statewide leadership to the Division of Rehabilitative Services (DRS) transition programs to include relationship development between staff within DRS and Local Education Agencies & other external partners; training and technical assistance to internal and external stakeholders to improve transition outcomes; Professional Development & Training for DRS staff regarding Pre-ETS for students and youth with disabilities. Increases the agency's capacity to serve students with disabilities by overseeing Pre-ETS provider agreements, interagency cooperative agreements, and grants issued from funds reserved for Pre-ETS.
This position will be responsible for leading the DRS transition team to include supervision of two Regional Transition Specialists. Additionally, provides consultation and technical assistance to WWRC for Pre-ETS and VR programming for students and youth. This position will require statewide travel on as needed basis depending on business need, to be determined by incumbent and the DRS Transition team.

Ensures responsible management of assigned fiscal resources. To meet the expectations of the job, the incumbent must have access to personally identifiable and confidential information about agency consumers and/or agency staff.
Minimum Qualifications
  • Comprehensive knowledge of the administration/coordination of human service programs. 
  • Extensive knowledge of Vocational rehabilitation process, social, economic, medical, psychological, and labor market issues which impact students and youth with disabilities.
Knowledge of:
  • Education Transition needs of students with disabilities who are enrolled in secondary education and have either an Individualized Education Plan (IEP) or 504 Plan.
  • Experience with local service delivery systems and community resources.  
  • Personnel management, policies, procedures, and techniques. Budget planning and fiscal management including contract administration and oversight. 
  • Windows based software programs, or similar word processing software.
Demonstrated ability to:
  • Establish and maintain effective working relationships with individuals from varying social and economic environments; to communicate effectively. 
  • Interpret and apply complex policies and procedures in the provision of services. 
  • Organize and manage multiple and sometimes unrelated responsibilities in a timely manner. 
  • Prioritize duties and exercise responsible judgment with minimal supervision. 
  • Motivate and train professional and support staff. 
  • Participate in a multi-disciplinary team setting in building collaborative networks.
  • Master’s Degree in Rehabilitation Counseling, Special Education or other related human services field preferred or a combination of training and experience that results in the knowledge and abilities detailed.
Preferred Qualifications:
  • Prefer considerable experience directly related to assisting students and youth with disabilities in the transition process from school to post-secondary activities (work or further education).

Hiring Range: Minimum starting salary is $70,000 commensurate with experience.
