A day in the life:
·      Contact and interview property owners and others affected by a proposed project to explain and discuss the right of way acquisition program and to obtain information for liaison needs.
·      Provide estimates of real estate value to the project team and other teams as needed.
·      Oversee agents to ensure policy, procedures and safety is met while acquiring, appraising and relocating personal property.
·      Write contact specifications, perform bidding processes and hire fee appraisers.
·      Negotiate sales of property, contracts and appraisals.
·      Assist with clearing the right of way via demolition or tree removal as needed for the project.
·      Work closely with agencies such as Department of Environmental Quality, Department of Water Resources and Division of State Lands to ensure regulatory requirement and standards are met.
·      Attend various meetings related to right of way projects and answer questions from the public or other groups of people.
·      Work in a team environment in the design process to provide a project that is ready for construction.
·      Travel throughout Region 2 and walk distances that sometimes can have difficult terrain.
·      Work is primarily in office with the possibility of hybrid work after completion of trial service.

What we need:
Five years of experience in appraising land, commercial and residential property for market value; or managing complex property transactions for the purchase or sale of property; or managing a large property portfolio for a complex organization; or relocating displaced individuals or businesses.
 
Note: A bachelor's degree in business or public administration, forestry, agriculture, civil engineering, geology, geography, real estate, communications or related degree may substitute for three years of the required experience.
 
Preference will be given to individuals with experience relocating displaced persons for a public or other body covered by the policies of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 and subsequent revisions.
 
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

·      Experience planning, performing and managing the right of way phase of a transportation project.
·      Experience delivering right of way in accordance with the Uniform Relocation Act
·      Highly organized, efficient, resourceful and reactive to project needs and requirements performed within a team setting.
·      Experience with successfully interacting with people in difficult situations and circumstances both internal and external to the agency.
