Associate Personnel Analyst
Under the direction of the Examination and Recruitment Manager, the Associate Personnel Analyst (APA) performs the full range of examination and recruitment duties. The APA is responsible for administering job analysis and decentralized delegated examinations and serves as a point of contact for recruitment needs for California Air Resources Board (CARB) and California Environmental Protection Agency (CalEPA). Additionally, the APA works with the California Department of Human Resources (CalHR) on examination issues, assists in preparing responses to examination appeals required by the State Personnel Board (SPB), and provides consultation and recommendations to management on recruitment, and selection. Develop recruitment materials such as flyers and pamphlets for distribution at recruitment events. Identify networking opportunities and share contact information with CARB and CalEPA programs as appropriate. Independently conducting minimum qualification for appointments, reviewing job applications for a broad variety of professional, technical, administrative, and clerical classes to determine if applicants meet minimum qualifications.
The APA will contact other State departments to obtain employment history. Correspond with candidates regarding their qualifications and draft permanent withhold letters for the Personnel Officer's signature. The APA also will be assisting the CARB's Career Center services, such as career counseling, intake assessments, interview skills and techniques, career ladders and paths, examination tools, and mock interviews.
