Junior Transportation Engineer

Bechtel is seeking a Project Civil Coordinator to join the Riverside, California team. This team oversees the planning, environmental clearance, design, and construction of projects on the state highway system, and rail under California Department of Transportation (Caltrans) oversight and following Caltrans’ standards and procedures, and on commuter and freight rail lines, under Federal Transit Administration (FTA), Southern California Regional Rail Authority (SCRRA), Burlington Northern Santa Fe Railroad (BNSF), and/or Union Pacific Railroad (UP) oversight and following their standards. In the Project Coordinator: Design and Environmental role, you will have an opportunity to work alongside a dynamic team of industry professionals across the globe to support the team. This role will be in the client’s office in Riverside, California and will be in person with the potential for 1 or 2 day a week teleworking. The client requires all staff in the office to be fully vaccinated against COVID-19, this position will require proof of vaccination.
 
Responsibilities
  • Support with the planning, organization, and administration of contract procurement of professional services. Some of the related duties include but are not limited to the following: development of task orders and request for proposals, evaluation of proposals, contract negotiation, development of project schedules, review and administration of contracts, procurement document retention, rough order of magnitude cost estimation, review, and recommendation for payment of invoices.
  • Support highway or rail design consultants and perform oversight to ensure consultants remain on schedule.
  • Provide project oversight, analysis, and input through all phases of project development and delivery. Some of the related duties may include but are not limited to the following: coordinate preparation and compliance of project delivery schedules with consultants and project team; facilitate and document project meetings; review of environmental and design reports and plans for planning, Project Approval & Environmental Document (PA&ED), Plan, Specifications and Estimate (PS&E) and construction or design-build phases.
  • Monitor the consultant's progress and schedule and ensure they are progressing the work and that the elements of the schedule are logical and applicable to the phase of the project.
  • Assist and monitor the consultant's work during the environmental process and ensure they are in compliance with California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), and any other environmental requirements.
  • Assist the client in obtaining the necessary permits for the project including but not limited to: 401, 404, 1601, relevant City, County, State, and Federal permits.
  • Support with the identification and monitoring of project risk. Some of the duties may include but are not limited to the following: identify and document risk, development of risk mitigation measures and reporting risk resolution or impacts.
  • Support in communicating project status and updates to Client, legal representatives, consultant staff, residents, and project stakeholders. 
  • Support coordination with federal, state, and local agencies during project planning, design, and implementation. Ensure compliance with any pertinent administrative requirements. Some of the related duties may include but are not limited to the following: Develop and recommend approval of contracts and cooperative agreements with other governmental agencies, consultants and private contractors as needed and monitor their implementation.
  • Prepare and review a variety of planning and policy reports, communications related to projects, programs, and the appropriation of funds.
  • Working with the Project Controls team and Client's staff to monitor the project funding, budget, and costs. Ensure the projects remain within the budget and funding limits established.
  • Development of client presentations and staff reports for the client’s commission, committee, staff, community, and public agency governing bodies meetings and public hearings and coordinate approval with the Client PM and seek and obtain other Client approvals of the documents.
  • Provide updates and give presentations on behalf of the client to City Councils and local business organizations.
  • Attend, participate, and document monthly client’s commission, committee, joint powers, governmental, staff, and citizen advisory meetings.
  • Develop contract correspondence, awards, amendments, and contract changes for the client’s approval and presentation to the client’s management team and Commissioners.
  • Manage, coordinate, and complete other special projects as assigned.
  • Meet with representatives from Caltrans, SCRRA, BNSF, UP, or other agencies/cities to discuss projects and seek resolution on issues that may arise.
  • Attend local organizational meetings as a representative of Bechtel.
  • Provide advice and support to the client in all phases of a project and identify any areas that may require assistance from the Bechtel team and request this assistance.
 
Qualifications and Skills
Basic Qualifications:  
  • University Degree in Civil Engineering or a closely related field including Construction Management, Planning and Environmental.
  • A minimum of 3-5 years of practical experience in highway, local road project, rail design & development.
  • Knowledge of the requirements of the Federal and State Environmental Laws.
  • Ability to support the project manager.
  • Ability to understand and explain work processes and procedures to staff, management, and clients.
  • Ability to take initiative in project-related tasks in terms of policy/technical research, development of white papers, and coordinating with relevant stakeholders.
  • Ability to multi-task and prioritize workload to ensure effective project delivery.
  • Ability to take direction from the client and provide clear direction to staff and consultants on project-related tasks.
  • Ability to respond quickly to Client requests and ability to organize and prioritize tasks.
  • Must possess excellent oral and written English communication skills. 
  • Experience in developing and writing technical reports.
  • Be customer-focused and proactive in all interactions with the Client and the Bechtel team.  
 
Preferred Qualifications:
  • Highway/Rail/Transportation Planning.
  • Review, comment, and develop project schedules.
  • Design support during Highway, Rail, or Toll Project Construction.
  • Support of Project Approval & Environmental Documents.
  • Support of Plans Specifications and Estimate (Final Design) for Highway Projects.
  • Highway Construction Working on Toll Lane Projects.
  • Support cost estimate reviews.
  • Project coordination with local agencies, including cities and counties.
  • Project coordination with Caltrans, Federal Transit Administration, and Federal Highway Administration.
  • Project coordination with BNSF, UP, SCRR.
