MassDEP is seeking applicants for a senior-level contract administrator to support MassDEP’s Bureau of Waste Site Cleanup (BWSC). BWSC is responsible for ensuring that locations where oil or hazardous materials have been released to the environment (disposal sites) are effectively assessed and remediated for the protection of public health, safety, welfare and the environment. BWSC also the oversees a number of other activities such as the implementation the NRD program that seeks to make the Commonwealth whole for injuries to natural resources resulting from releases of oil and hazardous materials and substances; and the Marine Oil Spill Prevention and Response Act (MOSPRA) that implements measures to protect the near coastal marine environment from oil spills. 
 
The position is full-time, supervised by BWSC’s Division Director for Technical and Financial Support Services (TFS Division Director) and is based in MassDEP’s Boston Office located at 100 Cambridge Street, Boston, Massachusetts. The current work mode is hybrid with staff required to report to the office a minimum of one day a week unless an accommodation has been approved for not reporting to the office.   
The Contract Administrator’s duties as a team member to support BWSC in: 
 
• assigning and administrating professional support contractors under MassDEP Master Services Agreement contracts who conduct site assessments, site remediation and other related activities related to oil and/hazardous material disposal sites and releases regulated under MGL c. 21E and the Massachusetts Contingency Plan, 
• Administer discretionary grant contracts issued by MassDEP for:  Natural Resources Damages restoration program,
• Administer discretionary grant contracts for MOSPRA,
• Administer discretionary grants for Technical Assistance Grants (TAGs) contracts to public entities and non-profit organizations,
• implement measures for the protection of the near coastal marine environment and inland water bodies under MOSPRA, and
• contract procurement and administration in support of other environmental programs that protect human health and the environment. 
 
Qualifications - External
First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least four years must have been in a professional capacity, and of which (C) at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions. 
 
Substitutions: 
I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* 
II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.* 
III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* 
 
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed. 
 
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
