DISTRICT CODE ENFORCEMENT SUPERVISOR

The District Code Enforcement Supervisor directs, coordinates, develops, and supervises an inspection staff in the City of Milwaukee to ensure neighborhoods are maintained to prevent deterioration, while keeping and improving the health, safety, and overall quality of life for the residents and business owners and preserving property values.

ESSENTIAL FUNCTIONS


Code Enforcement Supervision
  • Plan, coordinate and supervise code enforcement staff in assigned areas and districts, documenting employee performance and preparing necessary reports.
  • Review paperwork, computer records and work in progress for adherence to department policies.
  • Conduct quality control reviews of new and existing staff, documenting employee performance and prepare necessary reports; take corrective action as necessary.
  • Coordinate and conduct training and educational programming for new hires and existing inspectional staff and temporary and intern inspectional staff.
  • Participate in hiring and selection process of new hires.

Administration
  • Develop plans of action using input from community groups, neighborhood organizations, aldermanic staff, Milwaukee Police Department (MPD), Department of Public Works (DPW), and others to plan and implement strategies to improve safety, quality of life and enhance property values.
  •  Represent the Department at public hearings, community meetings and other public forums.
  • Coordinate and implement programs such as Essential Services, Fire Inspection and Rent Withholding (among others).
  • Triage and action emergency and other priority complaints, including no-heats, aldermanic service requests, defective sewers and electrical violations (among others).
  • Prepare written and statistical reports on program accomplishments and policy matters.

CONDITIONS OF EMPLOYMENT

The District Code Enforcement Supervisor must be willing and able to do the following:
  • Perform field work throughout Milwaukee.
  • Perform interior inspections on residential and commercial properties.
  • Comply with the departmental dress code.
  • Climb ladders, stoop, and bend.
  • Work outdoors in all weather conditions.

MINIMUM REQUIREMENTS


  1. Bachelor’s degree in urban planning, architecture, engineering, natural science, or a related field from an accredited college or university.
  2. One year of code enforcement experience.
  3. Certification as a Fire Inspector I through the International Code Council (ICC) or above at the time of appointment and throughout employment.
  4. Certification as a Wisconsin Commercial Building Inspector, Wisconsin Uniform Dwelling Code (UBC) Construction Inspector, and Wisconsin UDC HVAC Inspector at time of appointment and throughout employment.
  5. Valid driver's license at time of application, throughout the selection process, and throughout employment, and the availability of a properly insured automobile for use on the job at time of appointment and throughout employment (private auto allowance may be paid pursuant to Section 350-183 of the Milwaukee Code).

Equivalent combinations of education and experience may also be considered. For example, an Associated degree in a related field and three years of code enforcement experience or five years of code enforcement experience may also be considered.

CURRENT SALARY

The current salary range (PAY RANGE 1EX) is $66,388-$85,151, and the current resident incentive salary range for City of Milwaukee residents is $68,379-$87,706. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
