The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • Performs a wide variety of economic studies to evaluate policies affecting tax administration and taxpayer compliance and to define feasible alternatives. This involves analyzing long-range effectiveness associated with the issues and resulting recommendations.
  • Provides senior management with analyses of problems and authoritative economic advice on important decisions, which must be made under condition of uncertainty, such as changes in the future economic and demographic environment or technology, or changes in managerial priorities.
  • Using computers and appropriate software, constructs and manipulates models of alternative proposals to determine the efficacy of proposed policies and procedures.
  • Prepares written narrative and/or briefing materials explaining the methodology used and supporting recommendations derived from the analyses. Written material concerning proposals and recommendations may be presented to high-level management and used by the highest levels of IRS management in discussions with Department of the Treasury, Office of Management and Budget (OMB), General Accounting Office (GAO), and Congress.
  • Develops and evaluates quantitative data to determine the relative effectiveness of various approaches to redesigning IRS work processes. If warranted, recommends different courses of action.
  • Represent the office at meetings with other Executive Branch agencies, Congressional staff, and external stakeholders, and presents the Service's position on the matter(s) under discussion. Researches agreement with others within the scope of the incumbent's authority.
  • Plans and carries out projects for collecting detailed economic data from primary sources.

Conditions of Employment

  • If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
  • Undergo a review of prior performance/conduct and an income tax verification. Refer to "Get Your Tax Record" at http://www.irs.gov/(https://www.irs.gov/individuals/get-transcript) to check the status of your account, balance owed, payment history, make a payment, or review answers to tax questions. If you are not in compliance, you will be determined unsuitable for employment with IRS.
  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.
  • A 1-year probationary period is required.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.


Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement OR time of referral:

BASIC REQUIREMENT (IOR) : To be basically qualified for an Economist position, you must meet the basic requirement (positive education requirement) below: You must have a Bachelor's or higher degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR
Combination of education and experience - courses equivalent to a major in economics as shown above, plus appropriate experience or additional education. Examples of qualifying experience include (this list is not all inclusive): a. Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusion and report preparation; b. Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or c. Teaching assignments in a college or university that included both class instruction in economics subjects and include one of the following: (1) personal research that produced evidence of results; (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in economics.

SPECIALIZED EXPERIENCE GS-11 LEVEL: In addition to meeting the basic requirements, you must also have the following:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: experience with the methods and principles of economics and their application to research projects; experience applying statistical principles and practices; experience in current research procedures and techniques; experience with Economic significance of the information reported on the tax returns, present and prior tax laws, and the impact of proposed law changes on research projects. Examples of qualifying specialized experience include: Independently performing several or all of the steps necessary to complete a project for collecting economic data (e.g., employment statistics or marketing data) from primary sources such as records of business firms; Assuming responsibility for various phases of initiation, planning, execution and control of special studies or projects; Resolving complex technical problems or errors that require professional attention; Monitoring effective use of resources to advise supervisors of necessary remedial action or changes; and Performing research to locate new sources of data and analysis. OR
You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree in economics. OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in economics. OR
You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree in economics. OR
A combination of education and experience equivalent to that described above.

SPECIALIZED EXPERIENCE GS-12 LEVEL: In addition to meeting the basic requirements, you must also have the following:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: experience applying techniques to analyze and address complex and multidisciplinary issues pertaining to strategic planning, public policy, or public administration; experience with advanced theories and concepts of management science and the associated level of experience evaluating and redesigning of work processes and/or programs; experience with computer applications to prepare written reports, spreadsheets, statistical tables, flowcharts, and visual presentations that incorporate quantitative and qualitative analysis. Examples of qualifying specialized experience include: Assisting higher-level economists in the performance of a wide variety of economic studies to evaluate policies affecting tax administration and taxpayer compliance and to define feasible alternatives. This involves analyzing long-range effectiveness associated with the issues and resulting recommendations. Preparing written narrative and/or briefing materials explaining the methodology used and supporting recommendations derived from the analyses. Assisting in the development and evaluation of quantitative data to determine the relative effectiveness of various approaches to redesigning work processes and recommending different courses of action.

SPECIALIZED EXPERIENCE GS-13 LEVEL: In addition to meeting the basic requirements, you must also have the following:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: experience in the application of quantitative techniques to analyze and address complex and multidisciplinary issues pertaining to strategic planning, public policy, or public administration; experience applying principles, concepts, and methodologies associated with economic theory, mathematical modeling, econometrics, statistics and related fields gained through graduate education or experience; experience working complex work assignments; experience selecting, organizing, and presenting appropriate information in a concise and coherent manner and relating such information to areas of economic policy; experience in negotiations and interpersonal skills to obtain information, data and intelligence from others. Examples of qualifying specialized experience include: Performing a wide variety of economic studies to evaluate policies affecting tax administration and taxpayer compliance and to define feasible alternatives. Providing senior management with analyses of problems for decisions that must be made under condition of uncertainty, such as changes in the future economic and demographic environment or technology, or changes in managerial priorities. Evaluating quantitative data to determine the effectiveness of various approaches to redesign work processes. Preparation of written narrative and/or briefing materials explaining the methodology used and supporting recommendations derived from analyses.

Specialized experience for this position includes: experience applying quantitative techniques to analyze and address complex and multi-disciplinary issues pertaining to strategic planning, public policy, or public administration and to provide senior management with economic analysis of major issues, to extend & refine existing methodologies, and to develop new approaches to the analysis of assigned topics and to prepare policy options with the action plans to implement them; experience working with advanced theories and concepts of management science and an associated level of experience evaluating and redesigning various programs. Examples of qualifying specialized experience include: Initiating and conducting a wide variety of complex economic studies to evaluate policies affecting tax administration and taxpayer compliance and to define feasible alternatives - which involves analyzing long-range effectiveness associated with the issues and resulting recommendations; Providing expert technical advice concerning official action that will affect the economy; Providing advice, counsel and recommendations to other economists and operating officials based on findings, interpretations and informal suggestions.

SPECIALIZED EXPERIENCE GS-15 LEVEL: In addition to meeting the basic requirements, you must also have the following:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: experience with the principles, concepts, and theories of economics and experience in using these as a framework for analysis. Experience with quantitative skills and the application of quantitative techniques to analyze and address complex and multidisciplinary issues pertaining in the social sciences in general and to tax administration, public policy, or public administration in particular or relevant and transferable experience in other areas. Experience providing senior management with economic analysis of important questions and issues, to extend and refine existing methodologies, and to develop new approaches to the analysis of assigned topics and to prepare policy options with the action plans to implement them. Examples of qualifying specialized experience include: Initiating and conducting a wide variety of complex economic analysis and studies to evaluate policies affecting tax administration and taxpayer compliance and to define feasible alternatives - which involves analyzing long-range effectiveness associated with the issues and resulting recommendations; Conducting similar studies in other subject areas; Providing expert technical advice concerning official action that will affect the economy; Providing advice, counsel and recommendations to other economists and operating officials based on findings, interpretations and informal suggestions.

  • The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
  • This Vacancy will be used to fill Non-Bargaining and Bargaining unit positions, which will be determined at the time of selection.
  • Tour of Duty: Monday-Friday, with start and stop times between 6:00 am to 6:00 pm.
