PAY AND BENEFITS

Annual Pay Range: $89,967.52 - $121,456.00

Hourly Pay Range: $43.253617 - $58.392309

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as a Human Services Manager.

JOB DETAILS AND QUALIFICATIONS

Clackamas County seeks an experienced, highly motivated public service-oriented professional to join our Housing & Community Development (HCD) Division as the Housing Services Manager.

The Housing Services Manager will provide direction and oversight for all programs and activities carried out by the Housing Services team of the Housing & Community Development Division. This includes a broad range of housing and homeless services programs, including system support and coordination, outreach and engagement, shelter services, housing placement and retention, and supportive housing. These programs and services are funded by a combination of local, state, and federal sources, including the Metro Supportive Housing Services Measure, the State of Oregon's Department of Housing & Community Services (OHCS), and the U.S. Department of Housing & Urban Development's (HUD) local Continuum of Care (CoC). Essential functions of this position include overseeing the Housing Services team, engagement with city and county elected bodies and regional oversight committees working regionally with partner jurisdictions, and developing a network of community-based organizations to serve Clackamas County.

We are looking for candidates with experience and a deep understanding of the homelessness response system of care or lack thereof and of homelessness, its causes, solutions, and how to implement those solutions in the services that will end homelessness.

Required Minimum Qualifications/ Transferrable Skills:*

• A minimum of seven (7) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position

• At least two (2) years of the experience must have been in a leadership or program management role with supervisory responsibilities

• An understanding of racial equity and demonstrated experience leading their work with a racial equity lens
• Ability to establish and maintain partnerships and relationships with service providers in jurisdictional partners across the region
• Strong verbal and written communication skills with the ability to adapt level of communication as needed based upon the audience
• Must pass a criminal history check which may include national or state fingerprint records check
• Must pass a post-offer physical assessment; accommodation requests will be reviewed on an individual basis in compliance with State and Federal legislation
• Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*

• Demonstrated experience leading a high functioning team
• Experience working with homeless populations and a strong understanding of the best practices in a housing first model
• Experience with a Homeless Management Information System (HMIS)
• Experience in the analysis and interpretation of data
• Experience with public speaking and delivering public presentations to a variety of audiences
• Knowledge of public funding sources

TYPICAL TASKS

Duties may include but are not limited to the following:

• Managing direct staff, including training, oversight, regular employee reviews, and team development.
• Ensure program development and assessment is done with the perspective of people who have or are experiencing homelessness or housing instability with a priority to lead with racial equity.
• Provide guidance and direction to Housing Services program staff engaged in the recruitment, training and performance assessment of community based organizations to ensure strong partnerships are formed and excellent service provision in alignment with County plans and priorities, including the Local Implementation Plan.
• Provide guidance, direction, and oversight to staff responsible for data entry and tracking to ensure accuracy and understanding of need, program outcomes, and indicators that track the progress being made towards ending chronic homelessness. Ensure staff are provided with the training, tools, and support necessary to provide accurate and dependable data as required.
• In partnership with the Deputy Director of Housing and Community Development, actively engage with jurisdictional partners including Multnomah and Washington Counties and Metro as required by the Supportive Housing Services Measure to continue building the new regional system of care for people experiencing homelessness across the Portland Metro area.
• In partnership with the Deputy Director, work internally with staff across County Departments and Divisions to develop systems of care that improve access and coordination for people experiencing homelessness regardless of their entry point. Coordinate across Health, Housing & Human Services Divisions in the alignment and allocation of resources related to housing and homeless services to ensure that the needs of people experiencing homelessness are addressed throughout the County.
• Work internally with staff to improve contracting, procurement, and back-office practices with a focus on alignment across jurisdictions to decrease the administrative burden for community-based organizations and the jurisdictional partners in service in-service of the regional efforts.

REQUIRED KNOWLEDGE AND SKILLS

Working knowledge of: Principles and practices of a housing first model including the principles and practices, homeless services including outreach, addiction treatment services, alignment with corrections and other essential services necessary to end chronic homelessness.

Skill to: Organize, direct, train, evaluate and discipline professional, paraprofessional, administrative staff; direct staff in continuous efforts to improve quality, productivity and effectiveness; incorporate team participation in decision making; respond to changes desired by citizens and County staff; develop and administer homeless programs in alignment with adopted , goals and objectives to meet needs of community; interpret and apply funding requirements and outcome measures in alignment with the funding expectations and tax payer expectations; highly effective and experienced communicator both verbally and written with the ability prepare and deliver oral presentations to public and private groups; prepare and justify budget requests and grant proposals; develop, administer and evaluate processes and procedures; prepare and maintain reports and records; collect, compile and analyze information and data; operate computer software and other office equipment; interpret and apply Federal, State and local laws, regulations and statues; establish and maintain effective working relationships with local schools, community organizations and businesses, vendors, media, County employees and the public.

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
