Intake & Permit Administrator / Permit Data Specialist (Environmental Specialist 3) (In-Training)



Keeping Washington Clean and Evergreen

The Water Quality program within the Department of Ecology is looking to fill an Intake and Permit Administrator / General Permit Data Specialist (Environmental Specialist 3) (In-Training) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

In this role, you will work closely with a dynamic team within the Technical Services Unit to manage and maintain permit-related data in our water quality databases. You will focus primarily on the construction and industrial stormwater general permits, which each have the highest volumes of permittees. You will coordinate regularly with a range of stakeholders including permit applicants, consultants, operators, government agencies, Tribes, Ecology staff, and others.

Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Specialist field and achieve the goal class of an Environmental Specialist 3. Candidates will be considered at the Environmental Specialist 1, Environmental Specialist 2 and Environmental Specialist 3 levels, depending on their qualifications. The mission of the Water Quality Program is to protect and restore Washington's waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.  

Tele-work options for this position: This position will be eligible for an 80% - 90% tele-work schedule depending on in-office needs. Applicants with questions about position location options, tele-work, and flexible or compressed schedules are encouraged to reach out to the contact person listed below in “other information.” Schedules are dependent upon position needs and are subject to change.

Duties

What makes this role unique? 
In this role, you will provide technical assistance and support for construction and industrial stormwater permittees. You will be joining a team of dedicated environmental specialists who administer our two largest general permits statewide.

What you will do: 

You will support our Technical Services Unit by processing and uploading permit documents and data into our water quality databases. This includes:

  • Intaking and routing all mailed, emailed, and electronically submitted permit forms. 
  • Entering data into the Permit and Reporting Information System (PARIS) database. 
  • Coordinating with other Ecology staff and permit applicants to provide technical assistance to construction and industrial stormwater permittees. 
  • Reviewing permit-documents for technical accuracy, applicability of the permit, and compliance with regulatory requirements. 
  • Assessing data utilizing multiple different geographic information systems to apply the correct permit conditions. 
  • Preparing final permit correspondence, letters, and permit document materials. 
  • Managing a high volume of calls, emails, and records.


Qualifications
This is an In-Training position. The goal class for this position is Environmental Specialist 3 (ES3). We will consider applicants who meet the requirements for the Environmental Specialist 1, 2 or 3 levels. If the finalist meets the requirements for the ES1 or ES2 level, then they will be hired as an ES1 or ES2 and placed in a training program to become an ES3 within a specified period of time.
 
Required Qualifications:
 
At the Environmental Specialist 1 level: Pay Range 38 ($3,096 - $4,117 monthly) (In-Training)
 
A total of four years of experience and/or education as described below:
  • Professional experience in: environmental analysis or control, or environmental planning, which may include a combination of the following: database/records management, working with water quality permits, implementing or interpreting environmental rules or regulations (e.g. Clean Water Act, Revised Code of Washington, Washington Administrative Code), and/or research/scientific study.
  • Education involving: major study in environmental, physical, or one of the natural sciences, environmental planning, or other allied field.

  • Professional experience in: environmental analysis or control, or environmental planning, which may include a combination of the following: database/records management, working with water quality permits, implementing or interpreting environmental rules or regulations (e.g. Clean Water Act, Revised Code of Washington, Washington Administrative Code), and/or research/scientific study.
  • Education involving: major study in environmental, physical, or one of the natural sciences, environmental planning, or other allied field.
