Budget Analyst, Delta 6

The United States Space Force (USSF) Space Operations Command (SpOC) at Schriever Space Force Base is searching for a Budget Analyst, Delta 6 (NH-0560-02). 
 
Description:
If you’re a self-starter, have exceptional attention to detail and love working in a fast-paced environment then this job is for you! You will oversee and administer the day-to-day budget processes and programs as a Resource Advisor serving the United States Space Force, Delta 6, located at Schriever Space Force Base, Colorado. 
  • Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates.
  • Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and refunds.
  • Provides advice, assistance, and guidance on budgeting and related information. Devises and recommends the adoption of procedures to implement budgetary processes, policies, and regulations issued by USSF or DAF.
  • Conducts analyses, reviews, and special studies of budget and/or related information. Reviews and assesses the long- term effects of budget guidelines, such as new or revised legislation, Programming Decision Memoranda (PDM), and Program Budget Decision (PBD), on assigned programs. 
This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Key Skills and Abilities:
1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts.
2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs and organizations.
3. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and prorating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.
4. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes and actions.
 
 Requirements:
1. Safeguards classified or sensitive budget-related information and/or files.
2. May be required to travel on military or commercial aircraft to attend conferences and meetings.
3. This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
4. The incumbent must obtain and maintain a Secret security clearance.
5. This position is eligible for telework or remote work.
4. PCS may or may not be paid and Incentives may or may not be paid.

 
Organization:
