Government Information Specialist

The Food and Drug Administration’s (FDA) Center for Tobacco Products (CTP) regulates the manufacturing, marketing, and distribution of tobacco products. Our goal is to reduce the harm from all regulated tobacco products across the entire population, including: reducing the number of people who start to use tobacco products, encouraging more people to stop using these products, and reducing the adverse health impact for those who continue to use these products. CTP's actions have significant public health and consumer protection impact and are among the most important issues faced by the Agency in its long and distinguished history.  

The position is located in the Food and Drug Administration (FDA), Center for Tobacco Products (CTP), Office of Health Communication and Education (OHCE).
 
Responsibilities/Job Duties:
  • Under supervision, researches, reviews, and clears documents for release under Freedom of Information Act (FOIA) as amended, so that such responses are accurate and only disclose that information which is appropriate.
  • Performs research, analysis, and evaluation of identified documents to determine whether documents requested are subject to release under the law and implementing regulations, or whether the documents may be withheld under statutory exemptions.
  • Drafts appropriate correspondence, notices, internal memoranda, or other documents necessary for disposition of the request.
  • Confers with managers and staff on questions dealing with administrative, legal, or policy Freedom of Information Act (FOIA) issues.

Qualifications:
The position of Government Information Specialist falls under the 0306 occupational series. To qualify for this position at grade GS-9/11, you must meet all requirements by 11:59 pm EST on 04/03/2023.

Minimum Qualifications:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
For the GS-09: You must have 1 year of specialized experience equivalent to at least the GS-07 grade level or equivalent band level of responsibility in the Federal Service which includes: assisting in the determination of whether records are exempt from information release Freedom of Information Act (FOIA) requests; assisting with drafting recommendations on the release of records Freedom of Information Act (FOIA) requests; providing suggestions regarding the processing of Freedom of Information Act (FOIA) requests.

-OR-

Have a Master's or equivalent graduate degree; or 2 years of progressively higher level graduate education leading to such a degree; or LL.B. or J. D. if related to the nature of work. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
 

-OR-

Have a combination of specialized experience as described above and graduate education in excess of one year of full-time graduate-level study creditable at the school I attended, that when combined, equal 100% of the total requirement.
For the GS-11: You must have 1 year of specialized experience equivalent to at least the GS-09 grade level or equivalent band level of responsibility in the Federal Service which includes: assisting in researching and evaluating information to determine whether records are exempt from information release under the Freedom of Information Act (FOIA) regulations; developing recommendations on the release of records under the Freedom of Information Act (FOIA) regulations; coordinating with others on processing Freedom of Information Act (FOIA) requests.

-OR-

Have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M. if related to the nature of work. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

-OR-

Have a combination of graduate level education in excess of two year of full-time graduate-level study creditable at the school I attended, and specialized experience that when combined would equal 100% of the required experience/education combination for this position.
