Executive Leadership Opportunity in Environmental Stewardship and Sustainability
The Central Coast Regional Water Quality Control Board is soliciting applications for an experienced environmental leader to serve as Executive Officer. The Executive Officer leads a staff of over 80 environmental scientists, geologists, engineers, planners, and administrative staff, working under the direction of a seven-member governing board appointed by the Governor and approved by the Legislature. In addition to overseeing the work of the agency, the Executive Officer represents the Regional Water Board in public forums and holds seats on several collaborative efforts with local, state, and federal agencies related to water quality and environmental protection. The Executive Officer is an at-will employee of the Regional Water Board.
The Regional Water Board, along with the State Water Resources Control Board and the California Environmental Protection Agency, plays a critical role in the state’s health by protecting and improving the water quality of the region’s groundwater basins, rivers, creeks, lakes, wetlands, and coastal waters, and works with urban and rural populations, underrepresented communities, non-governmental organizations, and Tribal governments. The Regional Water Board works to protect, restore, and enhance surface and groundwater in the region, including sources of drinking water, through implementation of California’s Porter-Cologne Water Quality Control Act, the federal Clean Water Act, and other laws and policies, by regulating agricultural, industrial, commercial, municipal, and other discharges and by developing and overseeing programs and policies that address, among other complex issues, climate adaptation and resilience, sea level rise, environmental justice, and racial inequity. The Central Coast Region has both urban and rural land uses and extends from Santa Clara County south to Ventura County and includes 378 miles of coastline between San Mateo and Ventura Counties and 3,559 square miles of groundwater basins. The region covers the entirety of the coastal, valley, and upland areas of Santa Cruz, San Benito, Monterey, San Luis Obispo, Santa Barbara Counties, and southern Santa Clara County as well as very small portions of San Mateo, Kern, and Ventura Counties that collectively make up the Central Coast Hydrologic Unit. Major industries include agriculture, and associated food processing, oil production, power production, and tourism.
The position requires skilled and experienced leadership, a collaborative and inclusive work and management style, strategic planning and critical thinking skills, dedication to environmental protection and resilience, the ability to analyze and synthesize complex information, excellent communication skills, and a dedication to institutional and employee development.
The position is based in San Luis Obispo, California.
